Minutes of the of the Full Brandon Town Council Meeting
Held on Monday 1 March 2010
At the Old School House, Market Hill, Brandon at 7.00pm.

Present:  Cllr. S Edwards, Cllr. N Vant, Cllr. D Bimson, Cllr. P Ridgwell, Cllr. G Hughes,
Cllr. A Simmons, Cllr. R Silvester, Cllr. K Butcher, Cllr. Mrs M Young, Cllr. Mrs S Jureko,
Cllr. S Le Grys, Cllr. P MacLoughlin.
 
Also present: Mrs C Mason (Town Clerk), Cllr. Bill Bishop, one member of the public.

Meeting commenced at 7.00pm.

4.  MATTERS ARISING for information exchange only

PROVIDING PLANNING APPLICATION F/2010/0007/VAR (AMENDED ACCESS DETAILS INCLUDING NINE METRE RADII KERBS LAND OFF THETFORD ROAD BRANDON) IS DEBATED BY FOREST HEATH DISTRICT COUNCIL FULL PLANNING COMMITTEE, BRANDON TOWN COUNCIL AGREES THAT COUNCILLOR GEOFF HUGHES BE APPOINTED TO SPEAK ON BEHALF OF THE TOWN COUNCIL.
5.  PUBLIC FORUM – monthly event limited to 3 minutes duration maximum per resident relating to public agenda items.

THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM
A member of the public was concerned that the Coulson Lane passageway was in urgent need of repair and requested the town council rectified this matter as soon as possible.

The meeting was reconvened.

6.  TO RECEIVE A REPORT FROM THE POLICE
Crime statistics for the month stand at thirty four. This equates to a reduction of 41% over the same period last year. SNT priorities still stand as last month i.e. Industrial Estate security, Homelessness, Speeding in various localities. In future months, the SNT meetings will alternate between Beck Row, Lakenheath and Brandon.  Following the arson attack on an industrial unit in Brandon, Sgt Chisnell and his team were congratulated for their part in securing a prompt arrest.

7.  TO RECEIVE A REPORT FROM RAF LAKENHEATH
With little activity during February there were no issues to report. Questions were invited and answered.

8.  TO RECEIVE REPORTS (if any) from County and /or District Councillors.

THAT A DECISION TO REQUEST A PARISH BRIEFING RELATING TO THE LOCAL DEVELOPMENT FRAMEWORK BE INCLUDED ON THE AGENDA OF THE APRIL 2010 FULL COUNCIL MEETING.
Cllr B Bishop raised points relating to The Healthy Living Centre and a visit to Brandon from Suffolk County Council Leader Andrea Hill. Questions to Cllr. Bishop included speed bumps on Gas House Drove, the review of the zebra crossing on Thetford Road and the accumulation of excess surface water near to the Mounts Pit housing development.

THAT THE STANDING ORDERS, TOGETHER WITH THE CODE OF PRACTICE FOR LOCAL COUNCILS  IN HANDLING COMPLAINTS AND THE LOCAL GOVERNMENT (ACCESS TO INFORMATION) ACT 1985 BE APPROVED AND ADOPTED IN FULL BY BRANDON TOWN COUNCIL.

14.  COULSON LANE

15.  RISK ASSESSMENT

16.  STREET LIGHTING COLUMNS ON MARKET HILL

CARRIED: Unanimous.
THAT BRANDON TOWN COUNCIL ACCEPTS THE QUOTATION OF FOUR HUNDRED AND SIXTY FOUR POUNDS AND FIFTY ONE PENCE, PLUS VAT, TO CARRY OUT THE PAINTING AND RE-NUMBERING OF THE VARIOUS STREET LIGHTING AND CCTV COLUMNS LOCATED ON THE MARKET HILL AND BRANDON HIGH STREET.
17.  LONDON 2010 OLYMPIC & PARALYMPICS GAMES LEGACY PROJECT

19.  CLERKS MONTHLY LOG OF INSTRUCTIONS ISSUED AND ACTIONS TAKEN

THAT THIS COUNCIL SUBMITS A FURTHER LETTER AND MAP TO JON NOBLE, REGARDING THE SPEED LIMIT SIGNAGE ON BURY ROAD, BRANDON.
An update on the review of the zebra crossing on Thetford Road to be obtained. No further issues were raised.

20.  RESOLUTION TO EXCLUDE THE PUBLIC AND PRESS:
