Minutes of the Full Brandon Town Council Meeting
Held on Monday 1 November 2010
In the Council Chamber, The Old School House, Market Hill, Brandon at 7.00pm.

Present: Cllr. S Edwards, Cllr. G Hughes, Cllr. N Vant, Cllr. D Bimson, Cllr. P Ridgwell,
Cllr. A Simmons, Cllr. K Butcher, Cllr. Mrs S Jureko, Cllr. E Ashley, Cllr. P MacLoughlin,
Cllr. R Silvester, Cllr. S Le Grys.
 
Also present: Mrs C Mason (Town Clerk), Cllr. Bill Bishop, Sgt. Chris Chisnell and two members of the public.

The meeting commenced at 7.00pm.

Prior to the meeting, a painting of The Old School House by Mrs Rosemary Jacob, was presented to the Town Council by Cllr. P Ridgwell.

3.  TO RECEIVE, CONFIRM AND SIGN MINUTES

4.  MATTERS ARISING for information exchange only
Of the Brandon Town Council Meeting of Monday 4 October 2010 (Public Items).
Cllr. S Edwards agreed to investigate further the felling of a tree at St. David’s Close, Brandon.

5.  PUBLIC FORUM – monthly event limited to 3 minutes duration maximum per resident relating to public agenda items.

No matters were raised by the members of the public.


6.  TO RECEIVE A REPORT FROM THE POLICE
Crime figures for the month of October: Forty four recorded crimes within this time period. This equates to a reduction of 38% over the same period last year.
There is to be a change in the way the Safer Neighbourhood Team meetings are held. In future, the public meeting will be held three monthly, commencing on the 22 November at 6.00pm. The agency meeting will continue on a monthly basis, but will incorporate both Mildenhall and Newmarket.
A meeting to discuss the viability of alcohol free designated areas within Brandon is to be held on Tuesday 9 November 2010 at the town council offices. There will be a minimum six months consultation period before any decision can be made.
Cllr. Ridgwell raised the matter of blue badge holders obstructing traffic largely near to the High Street bus stop and also the proposed cuts to the Brandon bus timetables. Usage figures, if possible are to be obtained.

7.  TO RECEIVE A REPORT FROM RAF LAKENHEATH
Due to holiday leave no report was available. Apologies were received.

8.  TO RECEIVE REPORTS (if any) from County and /or District Councillors.
Regarding plans for the Healthy Living Centre, Cllr. Bishop reported Matrix Medical was presently looking into different options for the proposed scheme. The recently held SABRES meeting at Breckland School was well attended and progress has been made towards the establishment of a Free School. A sum of £1800 has been given from Cllr. Bishop’s Locality Budget to enable elderly residents to attend Mildenhall swimming pool. 
Cllr. T Simmons publicised two events to be held in Brandon: A Funding Application Training/Funding Fair, Brandon Community Centre on 15 November, 7.00pm to 9.00pm and ‘Health & Wellbeing in Brandon’ on Tuesday 9 November at 1.00pm, Brandon Library.
Cllr. G Hughes said the digital switchover for this area is set for 28 November 2011.

The meeting was reconvened.

9.  URGENT BUSINESS – any items the Chairman considers a matter of urgent business.
Correspondence relating to an application for preliminary consent for inclusion in the pharmaceutical list in the vicinity of the New Healthy Living Centre has been received. This will be available in the office for any interested parties.

10.  ACCOUNTS
To receive and approve payments.
10.1 Approval of payments: Public Items – October 2010. Discussion permitted.
10.2 Approval of Confidential Items – October 2010 (Staff salaries).
10.3  Approval of the external auditor’s report.

 11.  PARISH POLL
A meeting to take forward the idea of making Market Hill a ‘civic space’ is planned for 3 November. The legal issues of Traffic Regulation Orders and who owns the land is being looked at separately. Andrew Cuthbertson from the external funding team will also be attending this  initial meeting.

12.  CHRISTMAS LIGHTING UP CEREMONY
The Christmas Switching on Ceremony will be held on 3 December 2010 at 4.00pm. After taking advice from Elevden Farms and Ray Lake Electrical, the tree will be located on Market Hill and not within the gates of The Old School House.

13.  PLAY AREA
Cllr. T Simmons declared an interest in this agenda item and duly signed the Members Book of Interests.

THAT SUBJECT TO FINANCIAL AND LEGAL NEGOTIATIONS, BRANDON TOWN COUNCIL AGREES TO CONSIDER THE REQUEST FROM THE TRUSTEES OF THE BRANDON REMEMBRANCE PLAYING FIELDS TO TAKE ON THE MAINTENANCE AND UPKEEP OF THE PLAY AREA.
14.  ALCOHOL FREE ZONES

CARRIED: Unanimous.
THAT COUNCILLOR G HUGHES AND COUNCILLOR MRS S JUREKO BE ELECTED TO ATTEND THE SAFER NEIGHBOURHOOD TEAM MEETINGS TO DISCUSS THE IMPLEMENTATION OF ALCOHOL FREE ZONES WITHIN BRANDON.

17.  ADOPTION OF A BT RED TELEPHONE KIOSK

CARRIED: 8 for 2 against 1 abstention.
THAT BRANDON TOWN COUNCIL AGREES TO CONTACT BT TO ASCERTAIN THE COST OF PURCHASING THE RED TELEPHONE KIOSK AS AN ALTERNATIVE TO ADOPTION.
18.  STREET LIGHTING

THAT BRANDON TOWN COUNCIL ACCEPTS THE QUOTATION OF ONE THOUSAND, ONE HUNDRED AND EIGHTY-ONE POUNDS, AND FOUR PENCE, PLUS VAT, FOR THE COMPLETE REPLACEMENT OF UNIT 446, OAKLANDS DRIVE, BRANDON.
19.  CLERK’S MONTHLY LOG OF INSTRUCTIONS ISSUED AND ACTIONS TAKEN
