Minutes of the Meeting of the Full Brandon Town Council
Held at 7.00pm on Monday 1 December 2008
In the Council Chamber, Old School House, Market Hill, Brandon.

The meeting commenced at 7.00 pm.

4.  MATTERS ARISING for information exchange only

5.  PUBLIC FORUM - monthly event limited to 3 minutes duration maximum per resident relating to public agenda items.

THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM.
Members of the public raised issues relating to vandalism and anti social behaviour in Coulson Lane. It was agreed Brandon Town Council would write to the SNT requesting local police officers are not seconded to other areas on a Friday and Saturday evening;

the implementation of a byelaw banning the consumption of alcohol in a public place; car parking and tree maintenance at Hall Close, Brandon.

6.  TO RECEIVE A REPORT FROM THE POLICE
In the absence of PC Halford a verbal report was read out by the Clerk. Crime figures for West Suffolk since April 2008 are 5.9% down on last year. Current detection rates for Forest Heath is 37.7%. During the month of November there have been a total of sixty three crimes committed in Brandon. Theft, burglary and criminal damage being foremost during this period. There have been increased foot patrols in priority areas and a review of lighting is to be carried out in Coulson Lane. In relation to the problem of urination in a public place, posters, translated in different languages, are to be circulated to all local landlords.

7.  TO RECEIVE A REPORT FROM RAF LAKENHEATH

8.  TO RECEIVE REPORTS (if any) from County and /or District Councillors.
Cllr. B Bishop’s report: School Organisation Review is almost complete. Suffolk County Council will be submitting their proposals to Cabinet in February 2009. There is a possibility Breckland Middle School will be kept as a Key Stage 3 school catering for 11-14 year olds. The Local Government Review is also in its final stages and recommendations will be put to the Secretary of State early next year. FOBS are to meet with Richard Spring MP regarding the lease for Brandon station. If this is successful, lottery bids could then be applied for. Remedial work is to be carried out to the ditch at the Brandon Remembrance Playing Fields.
Cllr. A Simmons reported that Forest Heath District Council had hit their recycling target of 50%.

9.  URGENT BUSINESS – any items the Chairman considers a matter of urgent business (pursuant to Section 100B (4) (16) LGA 1972).
a) The Deed of Surrender relating to the ground floor offices at the Old School House between Brandon Town Council and Messrs Rolph, Goldsmith and Taylor trading as TWR Accountants, was duly signed and witnessed.
b) Business Debit Card

11.  STREET LIGHTING

IN RELATION TO ENERGY SAVING OPTIONS, BRANDON TOWN COUNCIL AGREES THAT NO FURTHER ACTION BE TAKEN AT THE PRESENT TIME.
12. TRADERSCAMS

THAT BRANDON TOWN COUNCIL DOES NOT PURSUE THE OPTION
OF PLACING A LINK TO THE WEBSITE TRADERSCAMS.
13.  ALLOTMENTS
Cllr. A Simmons reported that by realigning the perimeter fence on two sides, an additional fifteen to twenty allotment plots would be created. The town keepers will carry out the required work.

14.  PRECEPT FIGURE

THAT BRANDON TOWN COUNCIL FORMALLY ADOPTS THE PRECEPT     DEMAND FOR THE FINANCIAL YEAR 2009 TO 2010, SET AT ONE HUNDRED AND NINETY FOUR THOUSAND, EIGHT HUNDRED AND NINETY SEVEN POUNDS.
15.  ADOPTION OF MEETINGS SCHEDULE TO DECEMBER 2009

16.  CHRISTMAS LIGHTING UP CEREMONY
The switching on ceremony will commence at 4.00pm. This will be followed by refreshments in the council offices. All other activities for the event have been confirmed.

17. APPLICATION FOR AN ADVISORY DISABLED PARKING BAY
No objections were raised.

18.  CLERKS MONTHLY LOG OF INSTRUCTIONS ISSUED AND ACTIONS TAKEN
Cllr. Mrs M Young asked that ….the purchase of 15 plum trees be amended to read fruit trees. Noted. No further matters were raised.

19.  RESOLUTION TO EXCLUDE THE PUBLIC AND PRESS:
