The opening paragraph of the minutes should read…..After taking legal advice from FHDC Cllr. E Ashley publicly declared that as the meeting had been convened by the Chairman and not the Clerk it is in point of fact illegal and consequently should not go ahead. Although remarks to this effect had been made to Cllr. Mrs M Young she had chosen not to comment on the matter

THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM AND REPORTS
A member of the public said she was deeply disappointed Brandon Town Council had turned down her request for a bench to be placed in Brandon Cemetery in memory of her late husband. With only six seats presently sited within the whole area of the Cemetery Mrs Hunt asked that Brandon Town Council favourably reconsider her proposal. Councillor Bill Bishop reiterated comments made by Mrs Hunt. In response, Councillors agreed that the matter would be further discussed at the next Town Council meeting

6.  TO RECEIVE A REPORT FROM RAF LAKENHEATH
Topics raised in Squadron Leader Jo Daniels report:
The new financial year started on the 1st October
The Lakenheath Bazaar was held on the 28th to the 30th September
Civic Leaders Tour to take place on the 12th October. Together with the Chairman, four Members of the Town Council are also invited to the day’s events. For security purposes names of attendees to be submitted to the Base as soon as possible

7.  TO RECEIVE A REPORT FROM THE POLICE
PC Wybrough introduced herself after having recently taken up the post at Brandon.
Key issues covered in her report:
Brandon has presently two full time Community Support Officers with 90% of their time currently spent on foot patrol within the Town. They are primarily tasked with high visibility patrols in areas of identified crime and disorder and work from 8am-1am most days and at weekends. It is envisaged the CSO’s will eventually be given powers to issue parking tickets. This, however, will be at the discretion of the Chief Constable. To date, public response to the Scheme has been most encouraging.
Police officers at Brandon are now fully trained on the use of speed guns and will be targeting selected locations in the area.

THAT THE MEETING OF THE COUNCIL RECONVENES
At this point in the meeting Councillors unanimously agreed to bring Item 17 forward and highlight the whole issue of parking and speeding in Crown Street, notably in the vicinity of Breckland Middle School. Recent SDR data collected from this site corroborates concerns voiced by both Councillors and residents. Urgent consultation with SCC Highways Department is imperative.

8.  TO RECEIVE REPORTS (if any) from County and / or District Councillors
A report from Councillor Bill Bishop 
a) Temporary closure of the B1107 Brandon to Thetford Road. This will involve the section of road between Green Road and the Norfolk County border.
Temporary closure of the C622 Santon Downham to Thetford Road
Temporary closure of the Lakenheath through to Hockwold Road
b) SCC Budget Roadshow recently held on Market Hill. Response from the public was excellent.

9.  URGENT BUSINESS – any items the Chairman considers a matter of urgent business (pursuant to Section 100B (4) (16) LGA 1972)
A letter has been received from FHDC again requesting Brandon Town Council undertake training on the Code of Conduct. Councillors unanimously agreed this matter should not be further discussed.
Land at Blackbird Avenue – No disposals of land will be effected by FHDC until a review of its land holdings has been completed.
Following consultation with Councillor Bill Bishop road names for future developments within Brandon are (subject to Royal Mail approval) Laurel, Cherry Tree, Yew, Broom, Flint, Owl and Chaffinch. Two of the proposed names have been selected for the development at Green Road, Brandon: Yew Drive & Cherry Tree Close.
