Minutes of the Full Brandon Town Council Meeting
Held on Monday 4 February 2013
In the Council Chamber, The Old School House, Market Hill, Brandon at 7.00pm.

Present: Cllr. R Silvester, Cllr. N Vant, Cllr. P Ridgwell, Cllr. Mrs L Challiss, Cllr. I Horner,
Cllr. T Simmons, Cllr. K Butcher, Cllr. G Hughes, Cllr. P Macloughlin, Cllr. D Bimson,
Cllr. L Jacobs, Cllr. S Edwards, Cllr. M Skinner, Cllr. R Crowther.

Also present: Mrs C Mason (Town Clerk), Cllr. B Bishop and five members of the public.

The meeting commenced at 7.00pm.

3.  TO RECEIVE, CONFIRM AND SIGN MINUTES

THAT THE MINUTES OF THE FULL BRANDON TOWN COUNCIL MEETING OF MONDAY 3 DECEMBER 2012 BE ACCEPTED AS A TRUE RECORD.
4.  MATTERS ARISING for information exchange only
Of the Brandon Town Council Meeting of Monday 3 December 2012 (Public Items).
Matters raised included flooding at the junction of Sweden Place/London Road; a query relating to an agenda item in the confidential section of the meeting.

5.  PUBLIC FORUM – Monthly event limited to 3 minutes duration maximum per resident.

CARRIED: Unanimous.
THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM.
Members of the public raised issues relating to the Brandon Relief Road and the effect on the town; the remedial work required to the boundary wall of the closed cemetery; car parking issues at Manor House Close; additional allotment fencing; key to the lockable bollard on Market Hill.

6.  TO RECEIVE A REPORT FROM THE POLICE/RAF LAKENHEATH
Crime figures up to the 14th January 2013 were circulated and noted.
Squadron Leader Neilds said Gate 8 has been opened for two months with few problems arising with the new access. Questions were invited.

7.  TO RECEIVE REPORTS (if any) from County and /or District Councillors.
Cllr. B Bishop reported on the number of cars parking on double yellow lines in the High Street; no change in the levy of Council Tax by SCC/FHDC; the move to the Flowerpot for the Fledglings Play Group; with a new cemetery pending, concern that Brandon Town Council had decreased their precept demand by 26%; the meeting arranged between town councillors and Matthew Hancock MP regarding the Brandon Relief Road.
Cllr. D Bimson reported on legal issues relating to Millers Lane; the lack of synchronization of the traffic lights at Wangford.
Other matters raised to Councillors included the possible closure of the Ipswich Mail Centre and the impact on local mail deliveries; drainage problems on Thetford Road; missing litter bin and seat; lack of bus service on the fifth Wednesday of each month.

URGENT BUSINESS – any items the Chairman considers a matter of urgent business.
Cllr. G Hughes said a meeting of the Emergency Team has been arranged for Tuesday
12 February at 7.00pm at Brandon Leisure Centre.

CARRIED: Unanimous.
THAT BRANDON TOWN COUNCIL APPROVES A DONATION OF ONE HUNDRED POUNDS TO THE SUFFOLK ACCIDENT RESCUE SERVICE.
9.5 Resolution Record No. BTC/72/04/Feb/13
Proposed by Cllr. R Silvester and seconded by Cllr. G Hughes.
CARRIED: Unanimous.
THAT BRANDON TOWN COUNCIL DOES NOT SUPPORT A REQUEST FOR A DONATION FROM ‘STREET SPORTS ASB REDUCTION PROJECT’.
9.6 Resolution Record No. BTC/73/04/Feb/13
Proposed by Cllr. I Horner and seconded by Cllr. N Vant.
CARRIED: 8 for 2 against 3 abstentions.
THAT BRANDON TOWN COUNCIL ACCEPTS THE PRECEPT FIGURE OF TWO HUNDRED AND SEVEN, ONE HUNDRED AND SEVENTY EIGHT THOUSAND POUNDS FOR THE FINANCIAL YEAR 2013/14.

Cllr. T Simmons declared an interest in this agenda item and duly signed the Declaration of Interests Book.
10.  ALLOTMENTS

CARRIED: Unanimous.

THAT BRANDON TOWN COUNCIL SEEKS THREE QUOTATIONS FOR
A)   CHAIN LINK FENCING FOR ONE AND A HALF SIDES OF THE ALLOTMENT SITE AND
B)   CHAIN LINK FENCING FOR ALL FOUR SIDES OF THE ALLOTMENT SITE.

11.  A11 SIGNPOSTS AND BURY ROAD IMPROVEMENTS
A written report, including the issue of signage, to be prepared by Cllr. I Horner and submitted to Members for comment.

12. CHRISTMAS EVENT 2013
Provisional date set by the Events Committee: Sunday 8th December 2013.

13.  FUTURE EVENTS
Suggestions included: Breckland Brass Band; Car Boot/ Table Top sale; Charities Fair; Craft Fair; Continental Market.

THAT BRANDON TOWN COUNCIL AGREES TO A CONTINENTAL MARKET BEING HELD ON MARKET HILL ON SUNDAY 31 MARCH. LOCAL TRADERS TO BE INVITED TO PARTICIPATE IN SUBSEQUENT MARKET EVENTS.

A SITE VISIT TO INSPECT THE CEMETERY BOUNDARY WALL TO BE CARRIED OUT ON MONDAY 11 FEBRUARY AT 2.00PM.

The Chairman closed the meeting at 9.30pm. The confidential section of the agenda was adjourned until Monday 18th February at 7.00pm.
