Minutes of the Full Brandon Town Council Meeting
Held on Monday 4 April 2011
In the Council Chamber, The Old School House, Market Hill, Brandon at 7.00pm.
Present: Cllr. S Edwards, Cllr. G Hughes, Cllr. N Vant, Cllr. D Bimson, Cllr. P Ridgwell,
Cllr. T Simmons (7.42pm), Cllr. Mrs S Jureko, Cllr. Mrs M Young, Cllr. K Butcher, Cllr. S Le Grys, Cllr. P MacLoughlin, Cllr. R Silvester (7.25pm).
Also present: Mrs C Mason (Town Clerk), Sgt Chris Chisnell, Cllr. Mrs Lisa Chambers (District & County Councillor), Clair Harvey (Suffolk County Council), Tony Bass (Anglia Community Leisure), Cllr. B Bishop and five members of the public.

Of the Brandon Town Council Meeting of Monday 7 March 2011 (Public Items).
Concerns were again raised regarding the loss of the town bus and the inadequate route of the 193 bus service.
5. PUBLIC FORUM – monthly event limited to 3 minutes duration maximum per resident relating to public agenda items.

The presentation focused on the unique Total Brandon project; the nine million pounds allocated to services within the town; the proposed Town Link bus; parking issues on Market Hill; funding
earmarked for the Healthy Living Centre. Due to time constraints for questions, it was agreed to invite key representatives from the County Council to present on a range of issues including Budgets, New Strategic Direction and Transport.
A PRESENTATION BY TONY BASS, ANGLIA COMMUNITY LEISURE
Key points raised included the conversion of the Brandon Leisure Centre from a traditional sports complex to a Centre promoting healthy living activities; the closure of the indoor bowls facility and the opening of a new Health & Fitness Studio; the introduction of a concessionary scheme of three price tariffs; an expression of interest from ACL to run the Brandon Country Park in partnership with Brandon Town Council.
6. TO RECEIVE A REPORT FROM THE POLICE
Crime figures commencing 7 March 2011 to 4 April 2011: There were thirty five recorded crimes within this time period. The same time last year saw seventy crimes recorded. This is a decrease of 50%. The next Brandon public Safer Neighbourhood Team meeting will be on Thursday 26 May 2011 at 6.00pm to 7.00pm at the town council offices. Leaflets and posters to be distributed.
7. TO RECEIVE REPORTS (if any) from County and /or District Councillors.
Points raised in Cllr. Bishop’s report: a donation from his locality budget has secured one person to run the Flowerpot for a further six months; the possibility of setting up a Credit Union in Brandon; the withdrawal of the town bus and the new route taken by the 193 bus service.
The meeting was reconvened.
8. URGENT BUSINESS
A request by Forest Heath District Council to name the new cycle track between Spruce Drive and Wellington Close: Suggestions to be submitted to the office before Friday 8 April 2011.
9.1 Approval of payments: Public Items – March 2011. Discussion permitted.
9.2 Approval of Confidential Items - March 2011 (Staff salaries).

10. BRANDON AND MILDENHALL CITIZENS ADVICE BUREAU
Cllr. T Simmons declared a prejudicial interest in this agenda item and abstained from voting.

The Breckland District Planning Committee met on the 28 March 2011 and despite verbal representations from Cllr. Hughes, Cllr. Bishop and Mr Lukaniuk, the original decision to remove the S106 agreement to allow David Watson Transport to use the A1065, through Brandon, for 12-15 HGV movements each day, was maintained.
To discourage encroachment onto the pathways, all forty three plots have been re-staked to their original boundaries. At present there are five vacant plots. These will be advertised shortly.
15. SPRING CLEAN LITTER PICK 2011
Discussion deferred until the May town council meeting.
16. DATE OF NEXT TOWN COUNCIL MEETING

THAT BRANDON TOWN COUNCIL AGREES TO ALTER THE DATE OF THE ANNUAL TOWN MEETING AND ANNUAL GENERAL MEETING FROM THE NINTH OF MAY 2011 TO THE SIXTEENTH MAY 2011.
17. CLERK’S MONTHLY LOG OF INSTRUCTIONS ISSUED AND ACTIONS TAKEN
Town Bus Service: The operator of the 193 bus service has decided to operate this service on a commercial basis and as a result Suffolk County Council can only contribute to one journey a day. The consequence of this action is that a local authority is not permitted to financially support any service that competes or potentially abstracts revenue from a commercial service. As such there was no choice but to withdraw the existing town service. Phil Magill, Transport Manager, to be invited to a future town council meeting to discuss this further.
