Minutes of the Full Brandon Town Council Meeting
Held on Monday 4 November 2013
In the Council Chamber, The Old School House, Market Hill, Brandon at 7.00pm.



Present: Cllr. S Edwards (Chairman), Cllr. N Vant, Cllr. P Ridgwell, Cllr. I Horner,
Cllr. T Simmons, Cllr. M Skinner, Cllr. D Bimson, Cllr. K Butcher, Cllr. G Hughes,
Cllr. P MacLoughlin, Cllr. R Crowther.

Also present: Mrs C Mason (Town Clerk), Cllr. B Bishop and six members of the public.

The meeting commenced at 7.00pm.

3.  TO RECEIVE, CONFIRM AND SIGN MINUTES

CARRIED: Unanimous.
THAT THE MINUTES OF THE BRANDON TOWN COUNCIL MEETING OF MONDAY 7 OCTOBER 2013 BE ACCEPTED AS A TRUE RECORD.
4.  MATTERS ARISING for information exchange only
Of the Brandon Town Council Meeting of Monday 7 October 2013.
With reference to additional car parking in Brandon, Cllr. P Ridgwell enquired whether the land at the Community Centre could be used for this purpose. Cllr. S Edwards said FHDC were always looking for available parcels of land for additional parking.
Cllr. G Hughes confirmed the Safer Neighbourhood Team public meetings were still being held. Future dates will be forwarded to the Town Council representative.

5.  PUBLIC FORUM – Monthly event limited to 3 minutes duration maximum per resident relating to public agenda items.

CARRIED: Unanimous.
THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM.
Items raised included permission to erect additional fencing at the allotments (to be discussed under Urgent Business); leaves in Coulson Lane; the continuing problems with the Brandon level crossing.


6.  TO RECEIVE A REPORT FROM THE POLICE/ RAF LAKENHEATH
Crime figures 1st October until 30th October 2013 were circulated at the meeting. There were 39 recorded crimes within this time period. The same time period last year saw 60 crimes recorded. This is a decrease of 35%. With regard to why the police no longer attended the town council meeting, Sgt Chisnall has asked for a meeting with members to agree a way forward.

7.  TO RECEIVE REPORTS (if any) from County and /or District Councillors.
Cllr. B Bishop’s report contained matters relating to the house allocation sites for Brandon; Brandon Carollers; street lighting in Riverside Way; lack of directional signage and non-functioning lighting in the Bury Road car park; proposed regeneration plans for Brandon.

The meeting was reconvened.

Cllr. T Simmons declared an interest in this agenda item. The Declaration of Interests Book was duly signed.

8.  URGENT BUSINESS – any items the Chairman considers a matter of urgent business.

THAT BRANDON TOWN COUNCIL APPROVES THE ERECTION OF ADDITIONAL FENCING AT THE ALLOTMENT SITE.

CARRIED: Unanimous.

9.2 Cllr. T Simmons proposed a donation of £250.00 be given to the Royal British Legion. With no seconder the motion failed.

BRANDON TOWN COUNCIL APPROVES A S137 DONATION OF FOUR HUNDRED POUNDS TO THE ROYAL BRITISH LEGION.

CARRIED: Unanimous.
THAT THE MEETING IS ADJOURNED FOR THE REPORT FROM RAF LAKENHEATH.
Squadron Leader Neilds said there has been a recent surge in flying activities. This will continue for a further short period of time. Questions were invited.

The meeting was reconvened.

11.  PRECEPT DATE
Agreed as Monday 13th January 2014 at 7.00pm.

12.  STREET LIGHT INSPECTION
Date and time to be agreed by the East and West Ward Committees and reports given at the next town council meeting.

13.  BRANDON LEVEL CROSSING

Proposed by Cllr. T Simmons and seconded by Cllr. I Horner.
CARRIED: Unanimous.
THAT BRANDON TOWN COUNCIL WRITES TO TOP WESTMINSTER FIGURES, LOCAL MEMBERS OF PARLIAMENT, HEAD OF NETWORK RAIL, SUFFOLK COUNTY COUNCIL HIGHWAYS AND REQUEST PRESSURE IS PUT ON NETWORK RAIL TO CORRECT THE PROBLEMS AT THE BRANDON LEVEL CROSSING.
Cllr. G Hughes left the meeting at 8.10pm.

10.  BRANDON TOWN COUNCIL WEBSITE
Examples of various websites were shown to members.

THAT A COMMITTEE IS FORMED TO AGREE A NEW FORMAT FOR THE BRANDON TOWN COUNCIL WEBSITE. COUNCILLORS  HORNER, VANT AND BIMSON WERE DULY ELECTED.
14.  RESOLUTION TO EXCLUDE THE PUBLIC AND PRESS
