1.       APOLOGIES FOR ABSENCE

2.    DECLARATIONS OF INTERESTS AND ADDITTIONS TO REGISTER OF MEMBERS INTERESTS [PCC of C 2001/LGA 2000]
    Cllr Mr N A Vant declared an interest in Item 14 – Alterations to Brandon Cemetery boundary at entrance to 25 Church Road and Item 15 – proposed re-siting of bus stop at London Road/Old Forge Court. He duly signed the Members Book of Interests. Cllr Mr P S Baldwin declared an interest in Item 13 – Allotment Gardens and duly signed the Members Book of Interests. Cllr Mr P MacLoughlin declared an interest in Items 16 and 17 – Brandon Remembrance Playing Fields – Funding and FHDC Feasibility Study. He duly signed the Members Book of Interests.

3.    TO RECEIVE, CONFIRM AND SIGN MINUTES
3.1    RATIFICATION OF MINUTES OF THE FULL BRANDON TOWN COUNCIL CONTINUATION MEETING OF MONDAY 03 NOVEMBER 2003, HELD ON MONDAY 10 NOVEMBER 2003 (PUBLIC ITEMS) [LGA 1972 Sch. 12]
Cllr Mr R Silvester referred to a letter, dated 5 December 2003, which he received from The Chairman Cllr Ms J S Bourton. She objected to his recent conduct towards the Town Clerk inside the Town Council Office. Cllr Mr R Silvester explained how he had already apologised to the Clerk for his “aggressive” behaviour. With regard to the Continuation Meeting of Monday 10 November 2003, Cllr Mr R Silvester again claimed the meeting had not commence at 7.20 pm as recorded. He again insisted that the tape recording of that Meeting be played to the Council.

5.    PUBLIC FORUM
Mr Mike Harding: Bracken Rise, acted as spokesman on behalf of forty residents who objected to planning application F/2003/1031/FUL: This entails the erection of two bungalows on land off Bracken Rise. Objections included an increase in traffic congestion; a disproportionate number of vehicles causing parking problems; obstructions for Fire Engines and other emergency vehicles; several tight road bends creating the possibility of further traffic accidents; an increase in noise; loss of privacy and the removal of mature trees which could cause damage to nearby structures.
Mr Victor Lukaniuk: immediately launched into a personal attack upon Cllr Mrs J A Ahern. He was rude and appeared to have no objective other than to offend her. The Chairman, Cllr Ms J S Bourton, asked Mr Lukaniuk to desist several times before he eventually stopped.

6.    TO RECEIVE A REPORT FROM RAF LAKENHEATH
Squadron Leader Turner: informed the Meeting that RAF Lakenheath is currently accommodating all three Fighter Squadrons. There is a possibility of increased airborne activity over the next three months. One Squadron then returns to the Middle East when activity on the Base should return to normal.
Cllr Mr R Silvester: believed his car was struck by a golf ball whilst driving past RAF Lakenheath. He thought that having a golf course next to a derestricted road was a safety problem.
Squadron Leader Turner: pointed out there are golf courses alongside highways throughout the Country.
Cllr Mr P MacLoughlin: stated something similar had happened to him twice when driving past the RAF Base golf driving range.
Squadron Leader Turner: promised to address the problem.

A letter was received from Mr G H Batt, 44, Woodcock Rise, Brandon complaining about problems arising from a steep footpath alongside his home.

9.    WARD REPORTS FROM COUNCILLORS
Cllr Mr A P Saxby: reported the streetlights on London Road had not been working for some time. The columns are the responsibility of Suffolk County Council and the problem was due to a supply fault.
Cllr Mr R Silvester: reported outage, street lamp No. 218, Knappers way – Already reported.
Cllr Mr N A Vant: reported the glass broken in the lamp on a gantry half way along Victoria
Avenue.

10.    PLANNING APPLICATIONS. Notifications circulated: plans at Meeting.
Cllr Mr A P Saxby: requested the minutes record that forty members of the public were present to object to planning application; F/2003/1031/FUL: Land off Bracken Rise Brandon. Erection of two bungalows. Applicants: Baker & Nisbet Ltd, Holly Lane, Lakenheath, Suffolk.

13.      ALLOTMENT GARDENS - TO BE ADVISED OF ANY DEVLOPMENTS
Cllr Mr P S Baldwin immediately declared an interest and left the meeting.
Brandon Town Council had written to Suffolk County Council and Forest Heath District Council asking if suitable allotment land was available for rent in Brandon. There had been a negative response from SCC and a reply from FHDC was still awaited. It was agreed that further enquiries be made with a view to renting land for allotment usage. Other areas suggested included Gas House Drove, Mill Hill, Gravel Hill and disused allotments behind the Gospel Hall, High street, Brandon.

14.  REQEUST FOR ALTERATIONS TO BRANDON CEMETERY BOUNDARY TO ACCOMMODATE A VEHICULAR VISISBILTY SPLAY AT 25 CHURCH ROAD

16.    BRANDON REMEMBRANCE PLAYING FIELDS – CURRENT FUNDING INSTALMENT
Cllr Mr P MacLoughlin had earlier declared an interest as Chairman of the Brandon Remembrance Playing Fields and signed the Members book of interests. However, he refused to leave the meeting.
Cllr Mr A P Saxby asked for this refusal to be documented. He also proposed this Item should not be discussed while Cllr Mr P MacLoughlin remained.
To the contrary, Cllr Mr R Silvester claimed he had contacted “the Legal Officer of the Standards Board”, who he also referred to as “the Monitoring Officer”, and been advised that Cllr Mr P MacLoughlin’s presence was perfectly legal. Cllr Mr R Silvester insisted that Cllr Mr P MacLoughlin was entitled to remain provided he did not vote.
The Chairman Cllr Ms J S Bourton quoted from Charles Arnold Baker and confirmed that Cllr Mr P MacLoughlin should leave the meeting.
After repeated appeals from The Chairman Cllr Ms J S Bourton and other Members, Cllr Mr P MacLoughlin reluctantly left.
Proposed by Cllr Mr R Silvester and seconded by Cllr Mrs C M Silvester: That Brandon Town Council pays Brandon Remembrance Playing Fields Committee the £5000 grant instalment currently due, on production of the relevant paperwork relating to the accounts.
Cllr Mr P S Baldwin motioned an amendment: Brandon Town Council also writes asking for accounts to be produced before Monday 12 January 2004. Failure to meet the deadline will mean payment being postponed until the next Full Meeting on Monday 12 January 2004.

Cllr Mr P MacLoughlin kept rudely interrupting Cllr Mr A P Saxby when trying to speak. He claimed Cllr Mr A P Saxby should declare an interest in this Item because of a past legal action. [Any actual interest was unsubstantiated]. The Chairman Cllr Ms J S Bourton asked Cllr Mr P MacLoughlin to stop interrupting on several occasions. Cllr Mr A P Saxby requested that these interruptions be recorded in the minutes.
