Minutes of the Meeting of the Full Brandon Town Council
held at 7pm on Monday 5th July 2004
at the (New) Forest Primary School, Bury Road, Brandon

The Chairman Cllr Ms J S Bourton held a one-minute silence in memory of the late Mrs Margaret Harwood CBE who sadly died on Wednesday 23rd June 2004.

FHDC Cllr Mr S Edwards: informed the meeting that Forest Heath District Council had granted the Breckland Gym Club £10,000. He pointed out that the Club was a good worthwhile organisation for the youngsters of Brandon.

Cllr Mr P R Ridgwell: informed the meeting that the burnt out car in George Street Car Park had now been removed. He also drew attention to the blue can bin in the Co-op Car Park still being used for depositing rubbish in black bin bags.

14.      FUNDING REQUESTS - S.137 LOCAL GOVERNMENT ACT 1972
Cllr Mrs S Jureko declared an interest and left the meeting.
THAT THE COUNCIL PURSUANT TO SECTION 137 OF THE LOCAL GOVERNMENT ACT 1972 INCURS THE FOLLOWING EXPENDITURE WHICH IN THE OPINION OF THE COUNCIL IS IN THE INTERESTS OF THE AREA OR ITS INHABITANTS AND WILL BENEFIT THEM IN A MANNER COMMENSURATE WITH THE EXPENDITURE
14.1    ‘Bringing a Buzz to Brandon VI’ - 25 July 2004.
Resolution Record No. BTC/049/07/Jun/04 of the previous Full Meeting requested that the organisers of  ‘Bringing a Buzz to Brandon VI’ produce written accounts appertaining to the previous financial year, together with a written statement of the current financial position of that organisation, prior to this meeting to enable the request for funding to be re-evaluated. A letter was subsequently received explaining how it was not possible to produce accounts.

THAT BRANDON TOWN COUNCIL UNDERWRITES ANY FINANCIAL LOSS SUFFERED BY THE ORGSANISERS OF ‘BRINGING A BUZZ TO BRANDON VI’, ARISING FROM HOLDING THAT EVENT ON 25 JULY 2004, TO A MAXIMUM OF £300.

THAT BRANDON TOWN COUNCIL WILL DONATE A MAXIMUM OF £150 TO THE LITTLE OUSE GROUP TOWARDS HOLDING A WEEKEND OF WATER EVENTS IN BRANDON ON 24/25 JULY 2004, ON CONDITION THAT THE MONEY IS SPENT ON HIRING PORTALOOS THAT WILL BE SUITABLY SITUATED AND MADE AVAILABLE THROUGHOUT THAT WEEKEND FOR PEOPLE ALSO PARTICIPATING IN THE BRANDON BUZZ VI.
15.      ALLOTMENT GARDENS – TO BE ADVISED OF ANY DEVELOPMENTS

16.      APPLICATION TO RENT UPSTAIRS OFFICE SPACE IN THE OLD SCHOOL HOUSE, MARKET HILL

Concern was expressed at the withdrawal of some rural bus services by First Bus Company. This includes Service 130 from Thetford to Mildenhall via Brandon and Service 133 taking schoolchildren from Brandon to Bury St Edmunds.

27.      WHEELIE BINS IN WHITE HART LANE, BRANDON
Cllr Mr P R Ridgwell complained about the proliferation of wheelie bins in White Hart Lane, Brandon. A total of 52 wheelie bins constantly clutter the footpaths within a distance of approximately 30 metres. In addition to the bins being unsightly, the stench and potential health hazards have aroused growing concern.
