Minutes of the of the Full Brandon Town Council Meeting
Held on Monday 5 July 2010
In the Council Chamber, The Old School House, Market Hill, Brandon at 7.00pm.

Present: Cllr. S Edwards, Cllr. G Hughes, Cllr. N Vant, Cllr. D Bimson, Cllr. P Ridgwell,
Cllr. A Simmons, Cllr. K Butcher, Cllr. Mrs M Young, Cllr. Mrs S Jureko, Cllr L Jacobs,
Cllr. S Le Grys, Cllr. R Silvester, Cllr. E Ashley.
 
Also present: Mrs C Mason (Town Clerk), a representative from Elektoled Limited,
Sgt.Chris Chisnall, Cllr. Mrs S Vincent, one member of the press.

The meeting commenced at 7.00pm.

3.  TO RECEIVE, CONFIRM AND SIGN MINUTES

THAT THE MINUTES OF THE FULL BRANDON TOWN COUNCIL MEETING OF MONDAY 7 JUNE 2010 BE ACCEPTED AS A TRUE RECORD.
4.  MATTERS ARISING for information exchange only
Of the Full Brandon Town Council Meeting of Monday 7 June 2010 (Public items).
Queries were raised relating to the zebra crossing review and cycle paths.

5.  PUBLIC FORUM – monthly event limited to 3 minutes duration maximum per resident relating to public agenda items.

THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM
6.  TO RECEIVE A REPORT FROM THE POLICE
Crime statistics for the month stand at fifty five. This equates to a decrease of 26% over the same period last year. Other issues dealt with included the incident at Mr G’s Bowling Alley, a letter sent to a local newspaper relating to the deployment of a PCSO to Centre Parcs (matched funded) and the proposed new opening times at Brandon Police Station. Concerns raised related to the new bus stops in the High Street, the car parking space outside Rudlings & Wakeham and speeding near to the entrance to the Brandon Country Park.

7.  TO RECEIVE A REPORT FROM RAF LAKENHEATH
With little to report questions were invited.

8.  TO RECEIVE REPORTS (if any) from County and /or District Councillors.
The Festival of Culture, organised by Forest Heath District Council is taking place on Saturday
7 August from 11am to 3pm on Market Hill. In addition, a Brandon Braderie has been arranged for Sunday 1 August. Questions raised included the cutting of grass verges and the damage to the grass area at the Mounts Pit development.

9.  PRESENTATION BY ELEKTOLED LIMITED
An informative presentation on LED street lighting was given by a representative from Elektoled.
Further consideration to be given at a later date.

The meeting was reconvened.

10.  URGENT BUSINESS – any items the Chairman considers a matter of urgent business.
Emergency team meeting to be held on Monday 12 July at 5.00pm.

THAT BRANDON TOWN COUNCIL APPROVES THE INTERNAL AUDITORS REPORT FOR THE FINANCIAL YEAR ENDING 31 MARCH 2010.
12.  PARKING ON MARKET HILL

Proposed by Cllr. R Silvester and seconded by Cllr. P Ridgwell.
CARRIED: Unanimous.
THAT THIS COUNCIL AGREES TO A LETTER BEING SENT TO HIGHWAYS, CALLING FOR A DECISION RELATING TO PARKING ON MARKET HILL TO BE PROGRESSED AS A MATTER OF URGENCY.
13.  SPEED LIMIT EXTENSION

Proposed by Cllr. T Simmons and seconded by Cllr. D Bimson.
CARRIED: Unanimous.
THAT THIS COUNCIL AGREES TO SUBMIT A REQUEST TO THE BRANDON SAFER NEIGHBOURHOOD TEAM, TO CARRY OUT A SPEED CHECK NEAR TO THE ENTRANCE OF THE BRANDON COUNTRY PARK.
14.  MINERAL SITE RESTORATION PROGRAMME
Further discussion deferred until the planning application is received from Norfolk County Council.

15.  THE ORCHARD

16.  CEMETERY MEETING 
Date set at Monday 16 August 2010 at 7.00pm.

17.  ROAD MARKINGS, HIGH STREET, BRANDON

Proposed by Cllr. P Ridgwell and second by Cllr. T Simmons.
NOT CARRIED: 5 for 7 against.
THAT CONTACT IS MADE WITH HIGHWAYS REGARDING THE
IMPLEMENTATION OF YELLOW HATCHING AT THE JUNCTION TO THE ALDI ENTRANCE.
18.  LITTER BINS

CARRIED: 10 for 2 against.
THAT BRANDON TOWN COUNCIL APPROVES AN ADDITIONAL CONTRIBUTION OF TWO HUNDRED POUNDS TOWARDS THE COST OF THE NEW LITTER BINS.
18.2 Deferred until the current anti social behaviour issues are resolved.
