Minutes of the Full Brandon Town Council Meeting
Held on Monday 5 September 2011
In the Council Chamber, The Old School House, Market Hill, Brandon at 7.00pm.

Present: Cllr. G Hughes, Cllr. N Vant, Cllr. D Bimson, Cllr. P Ridgwell, Cllr. T Simmons, Cllr. K Butcher,
Cllr. R Silvester, Cllr. Mrs Linda Challiss, Cllr. P MacLoughlin, Cllr. L Jacobs, Cllr. R Crowther.

Also present: Mrs C Mason (Town Clerk), Cllr. B Bishop, and 10 members of the public.

The meeting commenced at 7.00pm.

Prior to the commencement of the meeting, the Chairman apologised for any confusion arising from his decision to hold a meeting relating to Brandon Country Park on Monday 12 September 2011.

3.  TO RECEIVE, CONFIRM AND SIGN MINUTES

THAT THE MINUTES OF THE FULL BRANDON TOWN COUNCIL MEETING OF MONDAY 4 JULY 2011 AND THE ANNUAL CEMETERY MEETING OF MONDAY 15 AUGUST 2011 BE ACCEPTED AS A TRUE RECORD.
4.  MATTERS ARISING for information exchange only
Of the Brandon Town Council Meeting of Monday 4 July 2011 and the Annual Cemetery Meeting
of Monday 15 August 2011.
 
There were no matters arising.

5.  PUBLIC FORUM

Proposed by Cllr. K Butcher and seconded by Cllr. T Simmons.
CARRIED: Unanimous.
THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM.
 Members of the public raised the following matters: the closure of The Duke of Wellington; maintenance of the Coulson Lane passageway; the lack of white lines on the B1107 Brandon to Thetford Road following resurfacing; request for a litter bin at Riverside Way; weeds growing along the pavement edges of the High Street; the planning decision relating to Tilly’s Tea Shop / Dress Agency; comments made by a former councillor regarding his resignation.

6.  TO RECEIVE A REPORT FROM THE POLICE
Written report: There were 47 recorded crimes within the period 1 August 2011 to 31 August 2011. The same time period last year saw 66 crimes recorded. This is a decrease of 29%.

7.  TO RECEIVE REPORTS (if any) from County and /or District Councillors.
Points raised in Cllr. Bishop’s report included the Brandon House Hotel marquee fire; traffic signals in the High Street; the new Brecks Bus Service; the visit to Brandon from the leader of Suffolk County Council, Mark Bee; Market Hill plans; Total Brandon Project in which the Old Forest School would be renovated to accommodate the library, children’s centre, playgroup, public toilets and possibly the Neighbourhood Police Team.
Cllr. T Simmons reported the Forest Heath District Council Plan has been issued. Reminder to members that the Brandon Braderie will be held on Sunday 11 September 11am-3.00pm on Market Hill.

The meeting was reconvened.

9.5 To receive quarterly income & expenditure figures against budget.

THAT THE QUARTERLY INCOME & EXPENDITURE FIGURES AGAINST BUDGET ARE APPROVED.
9.6 To approve the transfer of funds from the surplus reserves to the street lighting budget.

CARRIED: Unanimous.

THAT BRANDON TOWN COUNCIL AGREES TO THE TRANSFER OF THE SUM OF SEVEN THOUSAND POUNDS FROM SURPLUS RESERVES TO THE STREET LIGHTING BUDGET.

10.  BRANDON PUBLIC TOILETS
With the possibility of the public toilets being relocated into the Old Forest School, a report was deferred until a final decision is made.

11.  AIR CONDITIONING

CARRIED: Unanimous.
AT THIS PRESENT TIME, BRANDON TOWN COUNCIL DOES NOT APPROVE THE INSTALLATION OF AIR CONDITIONING WITHIN THE COUNCIL CHAMBER.
12.  BRANDON ALLOTMENT ASSOCIATION

CARRIED: Unanimous.
THAT BRANDON TOWN COUNCIL AGREES TO HAND OVER INITIAL POLICING OF THE SITE TO THE BRANDON ALLOTMENT ASSOCIATION.
13.  THETFORD ROAD, BRANDON
A meeting with Jon Noble, Suffolk County Council, was held on the 26 July 2011. Although it was agreed the length of the ‘shoulder’ opposite the shop was excessive and should be reduced in length, funds were not available in this current year’s budget.

14.  CYCLE PATHS

CARRIED: Unanimous.
THAT SUBJECT TO A WARRANTY FROM SUFFOLK COUNTY COUNCIL, BRANDON TOWN COUNCIL AGREES TO THE MOVING AND REPLACEMENT OF TWENTY FOUR EXISTING STREET LIGHTS IN ORDER TO WIDEN THE FOOTPATH TO MAKE IT USEABLE FOR CYCLING AND WALKING.
15.  STREET LIGHTING COMMITTEES
The relevant committees to agree dates for the street lighting inspections and reports given at the next town council meeting.

16.  FUTURE RUNNING OF BRANDON COUNTRY PARK
Report on the Total Brandon Project meeting held on the 19th August 2011: It was agreed the running of Brandon Country Park is taken out of the Total Brandon Project. Plans for the renovation of The Forest School were circulated and discussed fully. Presently, a full business plan is to be costed.
Report on the meeting with Tony Bass, ACL, on 16th August 2011: ACL has indicated an interest in the future management of Brandon Country Park. Only draft figures are available. It is anticipated the £22,000 contribution from Forest Heath District Council’s will continue, SCC to put in a sum to cover capital costs and the balance met by Brandon Town Council. A more detailed report will be given by Tony Bass at the Extraordinary Meeting on Monday 12th September 2011.

17. CLERK’S MONTHLY LOG OF INSTRUCTIONS ISSUED AND ACTIONS TAKEN
No issues raised.

18.  RESOLUTION TO EXCLUDE THE PUBLIC AND PRESS
