Minutes of the Meeting of the Full Brandon Town Council
Held at 7.00pm on Monday 5 October 2009
In the Council Chamber, Old School House, Market Hill, Brandon.

Present: Cllr. S Edwards, Cllr. K Butcher, Cllr. G Hughes, Cllr. P Ridgewell,

Also present: Mrs C Mason (Town Clerk), Cllr. B Bishop, Andrew Claydon, Strategic Director (Resources) at Forest Heath District Council, one member of the press.

The meeting commenced at 7.00 pm.

4.  MATTERS ARISING for information exchange only
Of the Full Brandon Town Council Meeting of Monday 7 September 2009 (Public items).
Despite the later date, Cllr. Mrs S Jureko reported the Nine Stiles Walk went well.

5.  PUBLIC FORUM – monthly event limited to 3 minutes duration maximum per resident relating to public agenda items.

6.  PRESENTATION FROM NIGEL MCCURDY, STRATEGIC DIRECTOR (SERVICES) FOREST HEATH DISTRICT COUNCIL
In his absence, Andrew Claydon, Strategic Director (Resources) at Forest Heath District Council, gave an overview of the refurbishment costs of the District Council offices. Questions were invited and answers given. Further information on a question relating to The Forest Heath News will be addressed at a later date.

7.  TO RECEIVE A REPORT FROM THE POLICE
Due to the absence of the police, a written report giving crime statistics for the previous month was circulated.

8.  TO RECEIVE A REPORT FROM RAF LAKENHEATH    
Replies were given to questions previously raised relating to perception of crime in Brandon by USAF personnel and intended tours of RAF Lakenheath. The second RAF Community Engagement Presentation is to be held at The Church Institute on the 23 October 2009 at 7.00pm. All welcome to attend.

9.  TO RECEIVE REPORTS (if any) from County and / or District Councillors.
Cllr. Bishop gave an update on the proposed Healthy Living Centre; the planning committees’ decision for the new cemetery at Manor Road, Brandon. Cllr. Hughes was thanked for his input at the planning meeting; the school’s adjudicator will be holding a public meeting at the Forest School on Wednesday 7 October before any decision is made on the proposed closure of Breckland School.
As part of the ‘Young Persons Democracy Week’, Cllr. A Simmons said he will be holding a mock council meeting at the town council office on 13 October at 10.45am. Members were invited to take part. Questions raised included the number of new homes proposed for Brandon; recycling bins at The Maltings and the overall income generated by recycling in the Forest Heath area. Cllr. Simmons to check figures.

The meeting was reconvened.

10. URGENT BUSINESS – any items the Chairman considers a matter of urgent business (pursuant to Section 100B (4) (16) LGA 1972).
Cllr. G Hughes and Cllr. D Bimson had met with four Members of Suffolk County Council to provide a brief verbal introduction to Brandon and its aspirations for the future.
With two important meetings being held on the same evening, it was agreed councillors should attend the schools meeting and the town clerk the Police Forum public meeting.

12.  STREET LIGHTING COMMITTEES
East Ward: Three street lights were identified as requiring attention. To be reported to the appropriate agency.
West Ward: Deferred until a later date.

CARRIED: 10 for 1 against.
BRANDON TOWN COUNCIL AGREES THAT THE MEETING DATE OF THE STREET LIGHTING COMMITTEES BE CHANGED FROM SEPTEMBER TO OCTOBER.
13.  OFFICIAL OPENING OF THE ORCHARD
Revised date to be May 2010. Breckland Brass Band to be contacted for their available dates.

14.  PLAY EQUIPMENT
It was agreed the ‘jeep’ did not require any repair work and its relocation to the Thetford Road play area should go ahead.

15.  BUS STOP IMPROVEMENTS FOR THETFORD ROAD, BRANDON

CARRIED: 8 for 3 abstentions.
DUE TO ISSUES WITH THE PREVIOUS BUS SHELTER, BRANDON TOWN COUNCIL AGREES THAT A SITE VISIT WITH SUFFOLK COUNTY COUNCIL BE ARRANGED TO CLARIFY A REQUEST TO RELOCATE THE EXISTING SHELTER ONTO THE BRICK BASE TO THE REAR OF THE SAME STOP.
16.  CHRISTMAS LIGHTS SWITCHING ON CEREMONY
Date agreed as 4 December 2009 at 4.00pm.

17.  CEMETERY MATTERS
Planning permission, with conditions, has been given by Forest Heath District Council for the new cemetery at Manor Road, Brandon.

THAT THIS COUNCIL AGREES TO PROCEED WITH A FORMAL OFFER TO THE LAND OWNER IN THE CONFIDENTIAL SECTION OF THE NEXT TOWN COUNCIL MEETING. FURTHER GENERAL DISCUSSION WILL BE CONDUCTED IN THE OPEN PART OF THE MEETING.
18.  CLERKS MONTHLY LOG OF INSTRUCTIONS ISSUED AND ACTIONS TAKEN
Signage: The procurement officer at Forest Heath District Council to be contacted for an update. Bench on London Road: Owing to lack of space, the bench will not be relocated to the rear of the bus shelter. Residents to be kept informed.

It was agreed to discuss this agenda item in the public section of the meeting.

THAT IN RESPONSE TO AN EMAIL SENT TO DISTRICT COUNCILLORS BY CHIEF INSPECTOR NICK BENNETT, BRANDON TOWN COUNCIL AGREES TO SEND A STRONGLY WORDED LETTER, COPIED TO THE CHIEF CONSTABLE, DEMANDING 1) AN APOLOGY FOR DEROGATORY COMMENTS DIRECTED TOWARDS CERTAIN COUNCILLORS AND 2) AN EXPLANATION ON WHY THE ORIGINAL EMAIL WAS ONLY CIRCULATED TO DISTRICT COUNCILLORS. FURTHERMORE, COPIES OF ALL DOCUMENTATION RELATING TO THE INCIDENTS REFERRED TO BY MEMBERS ARE TO BE SENT WITH OUR RESPONSE.
