Held at 7.00pm on Monday 5th December 2005
At the (New) Forest School, Bury Road, Brandon

The meeting commenced at 7.00 pm.

Cllr. S Newbon declared an interest in Item 11.1 Planning Application F/2005/0890/FUL and duly signed the Members Book of Interests.

5.  COUNCIL CO-OPTION
Mr Tony Simmons addressed the Town Council meeting. A short CV had been previously circulated to Councillors.

THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM AND REPORTS
6.  PUBLIC FORUM - monthly event limited to 3 minutes duration maximum per resident relating to public agenda items.
A member of the public asked whether Brandon Town Council were still pursuing the purchase of land adjourning 32 Blackbird Avenue. Cllr. R Silvester stated that FHDC had declined the Council’s request to acquire this area of land and therefore no further action will be taken. 
       
7.  TO RECEIVE A REPORT FROM RAF LAKENHEATH

Topics covered in Squadron Leader Jo Daniel’s report:
Ramblers Association has initiated judicial review of footpaths closed at the Airbase.
Lords Walk: closure issues are in the process of being finalized.
Airman ZOT has been renamed ‘Project ZOT’- a holiday theme publicising the issues relating to drink / driving.
An archaeological dig has excavated a burial ground close to Lords Walk.

8.  TO RECEIVE A REPORT FROM THE POLICE
No police were present.

9.  TO RECEIVE REPORTS (if any) from County and or District Councillors
Suffolk County Councillor Mr Bill Bishop informed the meeting there are to be temporary 30mph & 10mph speed restrictions on the A1065 Brandon Road, Wangford and Brandon. These measures are necessary for safety reasons during the installation of traffic signals. It is intended that the speed limits will be in operation from 3rd January to
27th January 2006 and will be implemented as required throughout the progress of the works.
The Planning Application for the Healthy Living Centre is to be submitted to FHDC in the New Year. Cllr. P Ridgwell enquired about car parking for the Healthy Living Centre and whether Market Hill would be used for this purpose. In response Cllr. Mr B Bishop said parking has not yet been finalised but may include Market Hill. The planning request however will incorporate this issue.
District Councillor Mr S Edwards reported the grant from District Government has yet to arrive and therefore financial statements with regard to the Council Tax levy cannot be finalized.
Cultural inspection by the Audit Commission: a full report is pending.

THAT THE MEETING OF THE COUNCIL RECONVENES

10.  URGENT BUSINESS - any items the Chairman considers a matter of urgent business [pursuant to Section 100B (4) (16) LGA 1972]
As a result of the findings of the Local Standards Board the Chairman informed the meeting that Cllr. Mrs C Silvester has been suspended from Office for a period of six weeks.
Proposed Waiting Restriction - Church Road, Brandon. With restricted parking already in place Cllr. S Newbon commented that to extend the current double yellow lines on the south of Church Road would adversely affect residents and felt the problem of traffic backing up into the signalised junction is primarily caused by the traffic light sequence. Cllr. N Vant further reiterated this observation.

Cllr. S Edwards advised the Town Council that Planning Application F/2005/0891/FUL Erection of first floor extension to rear of existing flat to create an additional flat and extension at first floor over access road to create an additional flat: 3-9 High Street, Brandon has been withdrawn.

Cllr. Ridgwell commented that at present there is a World War Two pillbox and Brandon Town Council seat situated on the land and asked whether these could be dismantled and erected in a more suitable position. Cllr. R Silvester and Cllr. P MacLoughlin will investigate further.

13.  BRANDON REMEMBRANCE PLAYING FIELD –PROVISION OF ALLOTMENTS
Cllr. P MacLoughlin said Trustees of the Brandon Remembrance Playing Field are still awaiting a response from the Charity Commission regarding the provision of an area of land for Town Council allotments. Further discussion was deferred until the next Town Council meeting.

14.  MARKET HILL PARKING
Consultation on a new Traffic Regulation Order banning parking on Market Hill is only able to proceed once the likely demand for car parking in the surrounding area is established. The proposed Healthy Living Centre will involve redevelopment of the existing car park and provision of a new car park. Once plans are submitted with the number of intended car parking spaces the issues relating to Market Hill can be reviewed.
Cllr. R Silvester felt that changes to parking at Market Hill should be left to local public opinion. Cllr. S Newbon suggested a limited waiting period should be implemented. 

15.  MANOR ROAD ENTRANCE TO FOOTPATH 5
A date for an on-site meeting with Highways is still pending.

16. ORCHARD, COULSON LANE, BRANDON
The Contractor has yet to confirm a commencement date for the erection of the fencing to the Orchard.

17.  SPEEDING/PARKING ISSUES IN THE VINCINITY OF BRECKLAND MIDDLE SCHOOL, CROWN STREET
