Minutes of the Full Brandon Town Council Meeting
Held on Monday 6 June 2011
In the Council Chamber, The Old School House, Market Hill, Brandon at 7.00pm.

Present: Cllr. G Hughes, Cllr. N Vant, Cllr. D Bimson, Cllr. P Ridgwell, Cllr. T Simmons, Cllr. K Butcher, Cllr. P MacLoughlin, Cllr. R Silvester, Cllr. Mrs Linda Challiss, Cllr. T Kent, Cllr. A Billingham, Cllr. R Crowther, Cllr. M Skinner, Cllr. L Jacobs.

Also present: Mrs C Mason (Town Clerk), Phil Magill, Transport Manager, SCC, Squadron Leader
J Neilds, Cllr. B Bishop and thirty five members of the public.

The meeting commenced at 7.00pm.

A PRESENTATION BY PHIL MAGILL, TRANSPORT MANAGER, SUFFOLK COUNTY COUNCIL
A power point presentation relating to current transport issues within Brandon was followed by a question and answer session. Concerns were expressed that the discontinuation of the town bus and the return routing of the 193 service was severely restricting residents’ ability to access doctors, dentists and local shops. It was suggested Suffolk County Council contact Coach Services with the view to alter the return 193 bus route from Bury St Edmunds to Brandon, by turning right from Bury Road into Green Road (presently left into Rattlers Road), left into Thetford Road to George Street, left onto Bury Road and right at Rattlers Road. It was further suggested the local community set up their own bus service. This can only be funded by private individuals and not public money; however, grants are available for this project. Suffolk County Council would assist if this avenue is pursued. Letters of complaint to be sent to the town council offices for forwarding on to the Transport Management Office. THAT THIS COUNCIL AGREES TO A WRITTEN BALLOT BEING TAKEN TO DETERMINE THE TOWN COUNCIL REPRESENTATIVE ON THE BRANDON REMEMBRANCE PLAYING FIELDS COMMITTEE AND (2) THE BRANDON COUNTRY PARK JOINT ADVISORY PANEL.
Brandon Remembrance Playing Fields Committee
By written ballot the following votes were recorded: Cllr. P MacLoughlin 6 votes, Cllr. L Challiss 7 votes. 
By majority vote Cllr. Mrs L Challiss was elected to be the town council representative on the Brandon Remembrance Playing Fields Committee.

Brandon Country Park Joint Advisory Panel
By written ballot the following votes were recorded: Cllr. T Kent 7, Cllr. D Bimson 5 votes,
1 spoilt vote.
By majority vote Cllr. T Kent was elected to be town council representative on the Brandon Country Park Joint Advisory Panel.

5.  PUBLIC FORUM

CARRIED: Unanimous.
THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM.
Members of the public expressed their displeasure that Cllr. B Bishop and Cllr. E Stewart had submitted formal objections to Suffolk County Council with regard to the change of Traffic Regulations on Market Hill.
A question was raised regarding the lack of a waste bin near to the Riverside Way signage.
Cllr. T Simmons agreed to raise this matter with Forest Heath District Council.

TO RECEIVE A REPORT FROM RAF LAKENHEATH
With no matters to report, questions were invited. Apologies were given for the next town council meeting.

6.  TO RECEIVE A REPORT FROM THE POLICE
No report available.

7.  TO RECEIVE REPORTS (if any) from County and /or District Councillors.
Points raised in Cllr. Bishop’s report included the Brandon Country Park Project meeting due to be held on the 30 June; the continuation of Brandon Youth Services for a further period of time (£2500 given from the Locality Budget); the YMCA Training Trust, currently operating in Maidenhead, is considering running a similar project in Brandon; a donation of £850 has been given to enhance the skate park; locality budget monies have also been used for road signage assisting Heathcote House and the Day Care Centre; additional bus stop signage and a raised kerb at the entrance to Swallow Drive; the closure of Church Road from August 15th to August 18th for essential gas repairs.

Members questioned Cllr. Bishop’s last minute decision to submit an objection to the proposed Traffic Regulations Order banning car parking on Market Hill. In response, Cllr. Bishop justified this decision by saying additional car parking will be required if plans to extend the GP’s surgery, the Forest Primary School, Old Forest School, and outlets on Market Hill go ahead.

Cllr. T Simmons spoke about the public toilets in Brandon and the prospect of their closure. Enquiries are to be made regarding the availability of funding originally ring fenced by Forest Heath District Council for toilet facilities within the Healthy Living Centre.

Cllr. P MacLoughlin left the meeting at 9.05pm.

The meeting was reconvened.

Date agreed as Friday 22 July 2011 at 7.00pm. Meet at Coulson Lane, Brandon. Mrs S Jureko to be asked to lead the walk.

Discussed fully earlier in the meeting.
