Minutes of the Full Brandon Town Council Meeting
Held on Monday 6 December 2010
In the Council Chamber, The Old School House, Market Hill, Brandon at 7.00pm.

Present: Cllr. S Edwards, Cllr. G Hughes, Cllr. N Vant, Cllr. D Bimson, Cllr. P Ridgwell,
Cllr. A Simmons, Cllr. Mrs S Jureko, Cllr. P MacLoughlin, Cllr. S Le Grys, Cllr. L Jacobs.
 
Also present: Mrs C Mason (Town Clerk), Squadron Leader J Neilds, Cllr. B Bishop, one member of the press and one member of the public.

The meeting commenced at 7.00pm.

4.  MATTERS ARISING for information exchange only
Of the Brandon Town Council Precept Meeting of Monday 15 November 2010 (Public Items).
If members arrive late or depart earlier from the council meeting, times are to be minuted.

5.  PUBLIC FORUM – monthly event limited to 3 minutes duration maximum per resident relating to public agenda items.

THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM.
A member of the public expressed concern that a recent planning application on behalf of David Watson Transport, if granted, would allow a significant increase in HGV’s using the High Street.

6.  TO RECEIVE A REPORT FROM THE POLICE
No report available.

7.  TO RECEIVE A REPORT FROM RAF LAKENHEATH
The last of the base tours has now finished. These have proved to be very successful. The contract to progress the works to the old gate has been signed. The Large Vehicle Survey (L.V.S.) is due to be carried out shortly. Questions raised included the artefacts discovered during the archaeological dig at RAF Lakenheath; car engines left running whilst unoccupied; recycling system.

8.  TO RECEIVE REPORTS (if any) from County and /or District Councillors.
Forest Heath District Council will be closed from the 24 December 2010 to 4 January 2011.
Key points raised at the Joint Advisory Panel meeting (Brandon Country Park) held on the
17 November: A 19% drop in numbers at the visitor centre compared to last year; tea room income reduced; new play equipment installed along with new signage; last year, volunteers contributed
130 days in the park.  
Cllr. B Bishop reported on the planning application submitted by David Watson Transport; the proposed cuts in local transport; the potential closure of the Flowerpot.
Cllr. G Hughes reported the motion submitted to the SALC AGM by the town council was carried with a large majority (4 votes against).
Additional matters raised included the Betfred signage and permitted shop front paint colours within a conservation area. Cllr. S Edwards to investigate further.

The meeting was reconvened.

11.  TO FORMALLY ADOPT THE BRANDON TOWN COUNCIL PRECEPT FIGURE FOR THE YEAR 2011-12, AS FORMULATED AT THE PRECEPT MEETING OF THE
15 NOVEMBER 2010
Prior to the adoption of the precept figure, Cllr. T Simmons expressed his concerns that services, ranging from public toilets, youth services, street lighting and charity donations could be severely damaged if the proposed precept figure of  £199,355 is approved.

THAT BRANDON TOWN COUNCIL FORMALLY ADOPTS THE PRECEPT FIGURE OF ONE HUNDRED AND NINETY NINE THOUSAND, THREE HUNDRED AND FIFTY FIVE POUNDS FOR THE FINANCIAL YEAR 2011/12, AS FORMULATED AT THE PRECEPT MEETING OF THE 15 NOVEMBER 2010.
12.  PLANNING APPLICATION 3OB/2010/00001/OB VARIATION OF THE S106 AGREEMENT TO ALLOW VEHICLES OPERATED/OWED BY APPLICANT TO USE A1065 THROUGH BRANDON

CARRIED: 8 for 1 abstention.
THAT BRANDON TOWN COUNCIL STRONGLY OBJECTS TO THIS PLANNING APPLICATION ON THE GROUNDS OF INCREASED HGV TRAFFIC THROUGH BRANDON HIGH STREET. FURTHERMORE, THIS COUNCIL APPOINTS COUNCILLOR G HUGHES TO SPEAK ON BEHALF OF THE TOWN COUNCIL AT THE BRECKLAND DISTRICT COUNCIL PLANNING COMMITTEE HEARING.
13.  ADOPTION OF A BT RED TELEPHONE KIOSK

NOT CARRIED: 7 for 2 against.
THAT GIVEN THE ONGOING MAINTENANCE COSTS, BRANDON TOWN COUNCIL DOES NOT APPROVE THE PURCHASE OF THE BT RED TELEPHONE KIOSK CURRENTLY LOCATED AT LINGHEATH ROAD, BRANDON.
14.  STREET LIGHTING 
Discussion deferred to a future meeting. 

15.  INFORMATION BOARD

CARRIED: Unanimous.
IN THE EVENT THE TOURIST INFORMATION BOARD DO NOT HAVE ANY SUPERFLUOUS INFORMATION RACKS, BRANDON TOWN COUNCIL APPROVES THE PURCHASE OF A WALL MOUNTED INFORMATION BOARD AT A COST OF FORTY EIGHT POUNDS PLUS VAT.
16.  MARKET HILL
An update from Suffolk County Council, Clair Harvey:  The timescales in which to submit a full bid to a potential funding source was not realistic and consequently will not be pursued.
A meeting has been arranged with Groundworks (a national organisation) to scope a) what they might be able to help us with and b) what we might be able to do in-house.
A meeting before Christmas with Western Area Highways has been organised to look into the legal side of things regarding ownership etc.
An initial meeting has taken place with Leigh Driver regarding Brandon 2011(an arts project which has links with the transformation of Market Hill as a civic space).

17.  RESOLUTION from Cllr. D Bimson No. 140.

‘Change of Speed Limit on Bury Road, Brandon’.

THAT BRANDON TOWN COUNCIL AGREES TO UNDERWRITE THE SHORTFALLIN FUNDING (BETWEEN THREE HUNDRED AND THIRTEEN HUNDRED POUNDS) TO MEET THE COSTS OF EXTENDING THE FORTY MILE PER HOUR SPEED LIMIT FURTHER ALONG BURY ROAD AND MOVING THE CURRENT THIRTY MILE PER HOUR SPEED LIMIT NEAR TO THE ENTRANCE TO BRANDON COUNTRY PARK.
18.  CEMETERY GATES, CHURCH ROAD, BRANDON
Deferred for a further quotation to be obtained.
