Minutes of the Full Brandon Town Council Meeting
Held on Monday 7 October 2013
In the Council Chamber, The Old School House, Market Hill, Brandon at 7.00pm.

Present: Cllr. S Edwards (Chairman), Cllr. N Vant, Cllr. P Ridgwell, Cllr. I Horner,
Cllr. T Simmons, Cllr. Mrs L Challiss, Cllr. M Skinner, Cllr. D Bimson, Cllr. K Butcher,
Cllr. G Hughes, Cllr. L Jacobs.

Also present: Mrs C Mason (Town Clerk), Cllr. B Bishop and ten members of the public.

The meeting commenced at 7.00pm.

PRESENTATION FROM LEIGH DRIVER FOLLOWING THE OPENING OF THE BRANDON CENTRE
A successful opening ceremony and positive feedback from members of the community. One issue to be monitored is the response from the public regarding the unisex toilets. Questions were invited.

THAT THE MINUTES OF THE BRANDON TOWN COUNCIL MEETING OF MONDAY 2 SEPTEMBER 2013 BE ACCEPTED AS A TRUE RECORD.
4.  MATTERS ARISING for information exchange only
Of the Brandon Town Council Meeting of Monday 2 September 2013.
There were no matters arising.

5.  PUBLIC FORUM – Monthly event limited to 3 minutes duration maximum per resident relating to public agenda items.

THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM.
Items raised included a request to revise Standing Orders; additional future  parking for Brandon; cemetery archaeological dig; anti-social behaviour in The Orchard; closure of The White Horse Public House in Crown Street; Police Commissioner meeting at Newmarket
14 October; car park street light at Manor House Close; allotment fencing (Environment Agency to be chased); overgrown vegetation in Coulson Lane; proposed development in Weeting; provision of cover for County Councillor R Silvester; intelligent street lighting; cars parked on clearway near to RAF Lakenheath whilst plane spotting.

6.  TO RECEIVE A REPORT FROM THE POLICE/ RAF LAKENHEATH
Crime figures 1st September until 1st October 2013 were circulated at the meeting. There were 43 recorded crimes within this time period. The same time period last year saw 56 crimes recorded. This is a decrease of 25.9%. Questions raised will be forwarded to Sgt. Chisnall.
Squadron Leader Neilds said there has been a lull in flying activities recently. With nothing else to report questions were invited.

7.  TO RECEIVE REPORTS (if any) from County and /or District Councillors.
Cllr. B Bishop’s report contained matters relating to the proposed purchase of new lime trees for Victoria Avenue; the Brandon Centre opening; the effect on Brandon during the weekend closure of the A11; a request from residents of the Riverside area to have the street lights re-instated (crime figures for that area to be obtained).

The meeting was reconvened.

8.  URGENT BUSINESS – any items the Chairman considers a matter of urgent business.
There were no matters of urgent business.

THAT BRANDON TOWN COUNCIL APPROVES THE ANNUAL RETURN FOR THE FINANCIAL YEAR ENDING 31 MARCH 2013.
10.  WEBSITE PROPOSAL

Proposed by Cllr. D Bimson and seconded by Cllr. G Hughes.
CARRIED: Unanimous.
THAT BRANDON TOWN COUNCIL LOOKS AT OTHER COUNCIL WEBSITES FOR DESIGN INSPIRATIONS.
An agenda item for the November town council meeting. Cllr. I Horner to lead.

11.  REMEMBRANCE DAY PARADE
This will take place on Sunday 10th November 2013. Parade assembles at Brandon Leisure Centre at 2.15pm with the march commencing at 2.30pm. Following the Wreath Laying at the memorial, there is a service in St Peter’s Church. Refreshments will be available at the Royal British Legion Club at approximately 4.30pm.
Monday 11th November 2013 will again see a Parade on Market Hill at 10.50am followed by an Act of Remembrance at 11.00am. Everyone is welcome to attend.

Heard in the exempt part of the meeting.

13.  POST OFFICE

CARRIED: Unanimous.
THAT BRANDON TOWN COUNCIL AGREES TO ONCE AGAIN WRITE TO MATTHEW HANCOCK MP, AND ROYAL MAIL EXPRESSING PROFOUND CONCERNS OVER THE IMMINENT CLOSURE OF THE IPSWICH MAIL CENTRE.
14.  RESOLUTION TO EXCLUDE THE PUBLIC AND PRESS
