Minutes of the of the Full Brandon Town Council Meeting
Held on Monday 7 December 2009
At the Old School House, Market Hill, Brandon at 7.00pm.

Present:  Cllr. S Edwards, Cllr. N Vant, Cllr. D Bimson, Cllr. P Ridgwell, Cllr. G Hughes,
Cllr. A Simmons, Cllr. K Butcher, Cllr. S Le Grys, Cllr. P MacLoughlin.

Also present: Mrs C Mason (Town Clerk), Cllr. Bill Bishop, eleven members of the public, two members of the press.

Meeting commenced at 7.00pm.

The Chairman requested a minutes silence be observed for former Brandon Town Councillor Michael Carter.

4.  MATTERS ARISING for information exchange only
Of the Full Brandon Town Council Precept Meeting of Monday 23 November 2009 (Public items).
There were no matters arising.

At this point in the meeting it was agreed to discuss agenda item 12.

12.  PARKING REVIEW WORKING GROUP
All proposals put forward by representatives from Brandon Town Council, Forest Heath District Council, Suffolk County Council, Police and the local business community will be considered by Colin Bird, Suffolk County Council, Highways. A meeting to discuss the recommendations will be held at the end of January.

5.  PUBLIC FORUM – monthly event limited to 3 minutes duration maximum per resident relating to public agenda items.

THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM
Members of the public raised points relating to the Brandon Parking Review Working Party report. A letter received from a local business was circulated at the meeting. All comments were noted.

6.  TO RECEIVE A REPORT FROM THE POLICE
No report available.

7.  TO RECEIVE A REPORT FROM RAF LAKENHEATH
There will be increased flying activity out of RAF Lakenheath over the Christmas / New Year period. Questions were invited.

8.  TO RECEIVE REPORTS (if any) from County and /or District Councillors.
Cllr. A Simmons: Through a successful grant application from the Business Resources Efficiency and Waste Programme, Crown Street, Brandon has been selected to participate in the Waste Reduction Scheme. The aim of the project is to work with all the occupants of the streets, including residents, businesses and schools, and invite them to reduce their waste by half, during a single fortnightly collection period in March.

The meeting was reconvened.

THAT BRANDON TOWN COUNCIL FORMALLY ACCEPTS THE 2010 TO 2011 PRECEPT FIGURE AS FORMULATED AT THE PRECEPT MEETING HELD ON MONDAY 23 NOVEMBER 2009, FOR THE SUM OF ONE HUNDRED AND NINETY ONE THOUSAND, EIGHT HUNDRED AND FIFTY SEVEN POUNDS.

14.  COMMUNITY SPEEDWATCH

CARRIED: 7 for 1 against.
AT THIS PRESENT TIME, BRANDON TOWN COUNCIL AGREES NOT TO BE ACTIVELY INVOLVED WITH THE COMMUNITY SPEEDWATCH SCHEME.
15.  ALLOTMENTS
Response to an email received from the Chairman of the Brandon Allotments Tenants Association: With regard to the question on restricting car access to the meadow, it was agreed two members would visit the area and report back to the next town council meeting.
Other issues addressed included a ‘No Public Access’ sign; the possibility of a water stand pipe connection near the corner of the cricket field; the installation of a grass reinforcement system.

16.  RELOCATION OF SEAT AT THE BRANDON REMEMBRANCE PLAYING FIELDS

CARRIED: Unanimous.

THAT BRANDON TOWN COUNCIL FULLY SUPPORTS THE RELOCATION OF A BENCH PRESENTLY SITUATED AT THE BRANDON REMEMBRANCE PLAYING FIELDS.
