Minutes of the of the Full Brandon Town Council Meeting
Held on Monday 8 February 2010
At the Old School House, Market Hill, Brandon at 7.00pm.

Present:  Cllr. S Edwards, Cllr. N Vant, Cllr. D Bimson, Cllr. P Ridgwell, Cllr. G Hughes,
Cllr. A Simmons, Cllr. P MacLoughlin, Cllr. R Silvester, Cllr. K Butcher.

Also present: Mrs C Mason (Town Clerk), Cllr. Bill Bishop, one member of the press and twenty seven members of the public.

Meeting commenced at 7.00pm.

1.  APOLOGIES FOR ABSENCE

2.  DECLARATIONS OF INTEREST and additions to Members Register of Interests [per Parish Council’s Code of Conduct 2001 / Local Government Act 2000].

3.  TO RECEIVE, CONFIRM AND SIGN MINUTES

THAT THE MINUTES OF THE FULL BRANDON TOWN COUNCIL MEETING OF MONDAY 4 JANUARY 2010 BE ACCEPTED AS A TRUE RECORD.
4.  MATTERS ARISING for information exchange only
Of the Full Brandon Town Council Meeting of Monday 4 January 2010 (Public items).
There were no matters arising.

5.  PUBLIC FORUM – monthly event limited to 3 minutes duration maximum per resident relating to public agenda items.

THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM
Members of the public voiced their concerns regarding a variation of condition 2 of planning permission F/2007/0555/RMA – amended access details including 9 metre radii kerbs. Land off  Thetford Road, Brandon. With new amended plans yet to be received from Forest Heath District Council, it was agreed to defer further discussion until a later date. Residents were assured an extraordinary meeting will be convened on receipt of any revised application.

Other issues bought to the attention of the town council included a damaged wall on London Road; car parking charges at Brandon Country Park and the subsequent impact of this proposal on the Tourist Information Centre.

6.  TO RECEIVE A REPORT FROM THE POLICE
The Chairman welcomed Sgt. Chris Chisnall to the meeting. Crime figures for the month of January were circulated and noted. Presently the three SNT priorities are Homelessness, Brandon Industrial Estate, Speeding on Bury Road, London Road, and Thetford Road. Questions raised included the unrealistic speed limit on Green Road and bicycle thefts from Center Parcs.

7.  TO RECEIVE A REPORT FROM RAF LAKENHEATH
With little to report, questions were invited and answered. Cllr. G Hughes thanked the Squadron leader for arranging a successful day visit to RAF Lakenheath. A second event is planned for
22 April 2010. All members are welcome to attend.

8.  TO RECEIVE REPORTS (if any) from County and /or District Councillors.
Cllr. B Bishop’s report included car parking charges at Brandon Country Park; a request for a donation in aid of Help the Heroes; item of play equipment (jeep) to be re-sited at the Brandon Remembrance Playing Fields play area.
Cllr. A Simmons informed members of the Building Issues and Opportunities meeting to be held on the 22 February at the District Council offices. Amongst other topics, The Healthy Living Centre and potential alternative options will be discussed. A report to be given at the next town council meeting.

The meeting was reconvened.

11.  PLANNING APPLICATION
To discuss planning application F/2010/0007/VAR: Variation of condition 2 of planning permission F/2007/0555/RMA – amended access details including 9 metre radii kerbs. Land off Thetford Road, Brandon.             
Detailed discussion deferred until amended plans are submitted by Forest Heath District Council.

12.  GRIT BIN SCHEME

CARRIED: 6 for 2 abstentions.
THAT BRANDON TOWN COUNCIL AGREES TO AN ARTICLE BEING
SUBMITTED TO BRANDON LIFE, INVITING NAMED VOLUNTEERS TO GRIT SPREAD OR CLEAR SNOW WITHIN THEIR LOCAL AREA.
13.  ZEBRA CROSSING, RATTLERS ROAD, BRANDON

CARRIED: 7 for 1 against.
THAT BRANDON TOWN COUNCIL FULLY SUPPORTS THE PROPOSAL FOR A ZEBRA CROSSING ON RATTLERS ROAD, BRANDON, BUT DOES HAVE RESERVATIONS ON THE PRACTICABILITY OF A RAISED PLATFORM.
14.  NO EXCUSES CAMPAIGN

CARRIED: Unanimous.
THAT THIS COUNCIL FULLY SUPPORTS THE NO EXCUSES CAMPAIGN ORGANISED BY FOREST HEATH DISTRICT COUNCIL.
15.  REVIEW OF EFFECTIVENESS OF INTERNAL AUDIT

THAT BRANDON TOWN COUNCIL FORMALLY ADOPTS THE DOCUMENTATION RELATING TO THE REVIEW OF THE EFFECTIVENESS OF INTERNAL CONTROL PROCEDURE.
16.  THE LODE
The Environment Agency will be conducting an assessment of the Lode prior to any work being carried out. No further discussion until later in the year.

17.  ALLOTMENTS

THAT BRANDON TOWN COUNCIL APPROVES A QUOTATION RECEIVED FROM CHASE FENCING FOR THE SUM OF THREE HUNDRED AND EIGHT POUNDS AND NINETY EIGHT PENCE PLUS VAT, FOR THE SUPPLY AND FITTING OF A FIVE BAR GATE AT THE ALLOTMENT SITE.
18.  TERMS OF REFERENCE

THAT THIS COUNCIL ADOPTS THE ORIGINAL TERMS OF REFERENCE BETWEEN BRANDON TOWN COUNCIL AND THE BRANDON SAFER NEIGHBOURHOOD TEAM.
19.  BRANDON COUNTRY PARK

CARRIED: 7 for 1 against.
BRANDON TOWN COUNCIL AGREES TO A LETTER BEING SENT TO SUFFOLK COUNTY COUNCIL, STRESSING THE COUNCILS DISSATISFACTION THAT PRIOR TO THE FORMALISATION OF THE CAR PARKING CHARGES NO CONSULTATION PROCESS HAD TAKEN PLACE. FURTHERMORE, CONSIDERATION SHOULD BE GIVEN TO WAIVE CAR PARKING CHARGES FOR LOCAL RESIDENTS.
20.  CLERKS MONTHLY LOG OF INSTRUCTIONS ISSUED AND ACTIONS TAKEN
Zebra crossing on Thetford Road: Jon Noble to be contacted for an update on the proposed review of the crossing.
Land for new cemetery: An agenda item for the March town council meeting.

21.  RESOLUTION TO EXCLUDE THE PUBLIC AND PRESS:
