Minutes of the Special Meeting of the Full Brandon Town Council
 of Monday 11 August 2003 at 7:40 pm at Old School House, Bury Road. Brandon
        
Present:  Cllr Mrs J A Ahern, Cllr E V Ashley, Cllr Ms J S Bourton (elected to Chair
the Meeting), Cllr S J Edwards, Cllr Mrs S Jureko, Cllr A P Saxby and Cllr N A Vant.
        
Also Present: Linda Sherer (Town Clerk).
        
1.(a) ELECTION OF CHAIRMAN FOR THE MEETING
        
ELECTION OF CHAIRMAN FOR THE MEETING : AS A CONSEQUENCE OF
THE RESIGNATION OF FORMER VICE-CHAIRMAN, CLLR MRS S M DEAN,
ON 11 AUGUST 2003, CLLR MS J S BOURTON WAS ELECTED TO THE CHAIR FOR THE MEETING. CLLR MS BOURTON DULY SIGNED THE
DECLARATION OF ACCEPTANCE OF OFFICE OF CHAIRMAN. THE
ADVERTISEMENT OF A CASUAL VACANCY FOR A BRANDON EAST WARD COUNCILLOR [LGA 1972] HAD BEEN ACTIONED.

It was proposed by Cllr Mrs Jureko and seconded by Cllr Mrs Ahern and CARRIED:
6 for, 0 against, 1 abstention.
THAT CLLR MS J S BOURTON BE ELECTED TO CHAIRTHE SPECIAL MEETING OF 11 AUGUST 2003.
1.(b) ELECTION OF TEMPORARY ACTING CHAIRMAN FOR BRANDON
TOWN COUNCIL : EMERGENCY MEASURES
        
AS A CONSEQUENCE OF THE RESIGNATION OF FORMER VICE-CHAIRMAN, CLLR MRS S M DEAN, A TEMPORARY ACTING CHAIRMAN
FOR BRANDON TOWN COUNCIL WAS REQUIRED.

It was proposed by Cllr Mrs Ahern and seconded by Cllr Edwards and CARRIED:
6 for, 1 against, 0 abstention.
THAT CLLR MS J S BOURTON BE ELECTED AS TEMPORARY ACTING CHAIRMAN OF BRANDON TOWN COUNCIL EFFECTIVE UNTIL MONDAY01 SEPTEMBER 2003 WHEN AN ELECTION WILL BE HELD AT THE FULL COUNCIL MEETING.
CLLR MS BOURTON DULY SIGNED THE DECLARATION OF ACCEPTANCEOF OFFICE OF TEMPORARY ACTING CHAIRMAN FOR BRANDON TOWNCOUNCIL.

3.   FHDC REQUEST TO REMOVE THREE BTC-OWNED TREES AT
ENTRANCE TO BRANDON REMEMBRANCE PLAYING FIELDS RE:
VEHICULAR AND PEDESTRIAN ACCESS

Resolution Record No. BTC075/11/Aug/03:
It was proposed by Cllr Saxby and seconded by Cllr Vant and CARRIED:
6 for, 1 against, 0 abstention.
THAT BRANDON TOWN COUNCIL RESOLVES TO WRITE TO FOREST HEATH DISTRICT COUNCIL AND REQUEST THE FOLLOWING COURSES OF ACTION IN RELATION TO THE PEDESTRIAN AND VEHICULAR ACCESS AT BRANDON REMEMBRANCE PLAYING FIELDS, VIZ. (1) THAT AN INDEPENDENT PEDESTRIAN ACCESS BE CREATED ONTO VICTORIA AVENUE AND THAT THE EXISTING PEDESTRIAN ACCESS BE DISCONTINUED WHICH WOULD ELIMINATE THE NEED TO REMOVE THE TREES; (2) THAT BTC WISHES TO CONDUCT A SITE MEETING WITHOFFICERS FROM FHDC TO DISCUSS THE MATTER MORE FULLY AND REQUESTS PLANS OF THE PROPOSAL IN QUESTION; AND (3) THAT BTC RECOMMENDS THE CREATION OF A TEMPORARY ACCESS ONTO VICTORIA AVENUE VIA THE EXISTING GAP IN THE FENCE WHILST THE ABOVE MATTER IS UNDER REVIEW IN THE INTERESTS OF PEDESTRIAN SAFETY.
