Minutes of the of the Full Brandon Town Council Meeting
Held on Monday 12 April 2010
At the Old School House, Market Hill, Brandon at 7.00pm.

Present:  Cllr. S Edwards, Cllr. N Vant, Cllr. D Bimson, Cllr. P Ridgwell, Cllr. G Hughes,
Cllr. A Simmons, Cllr. R Silvester, Cllr. K Butcher, Cllr. Mrs M Young, Cllr. Mrs S Jureko,
Cllr. S Le Grys, Cllr. P MacLoughlin.
 
Also present: Mrs C Mason (Town Clerk), Cllr. Bill Bishop, Clair Harvey and Simon Phelan from Play Based Working.

Meeting commenced at 7.00pm.

3.  TO RECEIVE, CONFIRM AND SIGN MINUTES

THAT THE MINUTES OF THE FULL BRANDON TOWN COUNCIL MEETING OF MONDAY 1 MARCH 2010 BE ACCEPTED AS A TRUE RECORD.
4.  MATTERS ARISING for information exchange only
Of the Full Brandon Town Council Meeting of 1 March 2010 (Public items).
Queries were raised relating to the painting of the street lighting and CCTV columns and the review of the zebra crossing on Thetford Road.

5.  PUBLIC FORUM – monthly event limited to 3 minutes duration maximum per resident relating to public agenda items.

THAT THE MEETING BE ADJOURNED FOR THE PUBLIC FORUM
No members of the public were present.

6.  TO RECEIVE A REPORT FROM THE POLICE
Crime statistics for the month stand at eighty six (circulated at the meeting). This equates to a reduction of 22% over the same period last year. SNT priorities still stand as last month i.e. Industrial Estate security, Homelessness, Speeding in various localities.

7.  TO RECEIVE A REPORT FROM RAF LAKENHEATH
Apologies were received from Squadron Leader Nields.

8.  TO RECEIVE REPORTS (if any) from County and /or District Councillors.
Cllr. Bishop reported the final documentation for the Healthy Living Centre has been signed and work is expected to commence in the autumn.

9.  PLACE BASED WORKING
A presentation was given by Claire Harvey from Suffolk County Council. The five objectives of Place Based Working are a) to agree a comprehensive understanding of ‘Place’ b) build and strengthen relationships by place across organisations/communities/individuals; c) develop/
nurture/sustain social capital/volunteering d) work collaboratively and innovatively across organisational barriers to achieve more effective, joined up, service delivery for communities;
 e) engage/empower/involve communities in identifying issues/solutions/decision making by Place.
Questions to Clair Harvey included the review of the zebra crossing on Thetford Road and parking on Market Hill.

The meeting was reconvened.

THAT BRANDON TOWN COUNCIL APPROVES THE BANK RECONCILIATION FOR THE MONTH ENDING 31 MARCH 2010.
12.  LOCAL DEVELOPMENT FRAMEWORK

CARRIED: Unanimous.
THAT BRANDON TOWN COUNCIL AGREES TO A BRIEFING ON THE SUBJECT OF THE FOREST HEATH LOCAL DEVELOPMENT FRAMEWORK.
13.  BRANDON PUBLIC TOILETS
Prior to any discussion, the Chairman Cllr. S Edwards informed members the sum of £5000 has been earmarked by Community Services as a short term solution to the poor state of the Brandon public toilets pending new toilet facilities functioning within the proposed Healthy Living Centre. Further debate was deferred.

14.  LITTER BINS
Ten new litter bins have been requested for Brandon at a cost of £7,500. Forest Heath is to contribute £5,500, Cllr. Bishop £1000 leaving a shortfall of £1000.

THAT BRANDON TOWN COUNCIL CONTRIBUTES THE SUM OF ONE THOUSAND POUNDS TOWARDS FUNDING FOR TEN NEW LITTER BINS FOR BRANDON. FURTHERMORE, ANY SUPERFLUOUS OLD STYLE BINS TO BE RELOCATED WITHIN HIGH LITTER AREAS IN THE TOWN.
15.  HANGING BASKETS

CARRIED: Unanimous.
THAT THE QUOTATION OF ONE HUNDRED AND NINETY SIX POUNDS PLUS VAT SUBMITTED BY DIDLINGTON NURSERIES FOR FOURTEEN HANGING BASKETS, BE ACCEPTED.
16. SCREEN AND PROJECTOR

CARRIED: Unanimous.
THAT BRANDON TOWN COUNCIL AGREES TO PURCHASE A SCREEN AND PROJECTOR FOR THE TOTAL COST OF FOUR HUNDRED AND FORTY TWO POUNDS AND NINETY SIX POUNDS PLUS VAT.
17.  THE ORCHARD
Revised dated for The Orchard official opening: 22nd May 2010 at 2.00pm. A general invitation
to attend is to be included in Brandon Life.

18.  CAR PARKING CHARGES AT BRANDON COUNTRY PARK

19.  WEETING WIND FARM CONSULTATION
Contents noted. No further action to be taken.

20.  PLANNING APPLICATION F/2010/0007/VAR: LAND AT THETFORD ROAD, BRANDON
In spite of strong opposition from local residents and Brandon Town Council, planning permission for the above application was granted by Forest Heath District Council on the 6th April 2010.

21.  TOWN COUNCIL NEWSLETTER

Cllr. S Edwards and Cllr. P MacLoughlin declared an interest in this agenda item and left the meeting. The Members Book of Interests was duly signed. The Vice-Chairman Cllr. G Hughes took the Chair.
