Minutes of the Brandon Town Council Precept Meeting
Held on Monday 23 January 2012
In the Council Chamber, The Old School House, Market Hill, Brandon at 7.00pm.

Present: Cllr. G Hughes, Cllr. N Vant, Cllr. D Bimson, Cllr. P Ridgwell, Cllr. T Simmons,
Cllr. K Butcher, Cllr. Mrs Linda Challiss, Cllr. M Skinner, Cllr. A Billingham, Cllr. L Jacobs,
Cllr. S Edwards, Cllr. R Crowther, Cllr. R Silvester.

Also present: Mrs C Mason (Town Clerk), Cllr. B Bishop and two members of the public.
The meeting commenced at 7.00pm.

1.  APOLOGIES

2.  DECLARATIONS OF INTEREST and additions to Members Register of Interests.
Cllr. T Simmons declared an interest in St Nicholas Hospice, Brandon Neighbourhood Watch, Brandon Country Park (FHDC representative).
Cllr. D Bimson declared an interest in the Brandon Remembrance Playing Fields, Brandon Country Park, Brandon Heritage Centre, Brandon Brass Band.
Cllr. Mrs L Challis declared an interest in the Brandon Remembrance Playing Fields.
Cllr. M Skinner declared an interest in the Brandon Heritage Centre .
Cllr. G Hughes declared an interest in Brandon Visually Impaired Group.
Cllr. R Silvester declared an interest in the Brandon Heritage Centre.
Cllr. K Butcher declared an interest in Brandon RBL.
The Member’s Book of Interests was duly signed.
 
3.  TO RECEIVE, CONFIRM AND SIGN MINUTES

CARRIED: Unanimous.
THAT THE MINUTES OF THE FULL BRANDON TOWN COUNCIL MEETING OF MONDAY 9 JANUARY 2012 BE ACCEPTED AS A TRUE RECORD.
4.  MATTERS ARISING for information exchange only of the Brandon Town Council Meeting of Monday 9 January 2012 (Public Items).
Cllr. T Simmons said the recently installed solar panels at The Bridge House were in breach of planning regulations and the FHDC Enforcement Officer would be investigating this further.
Cllr. P Ridgwell asked that an invoice on the accounts schedule for December be re-examined.

At this point Cllr. L Jacobs left the meeting.

5.  PRECEPT FOR BRANDON 2012/2013
Precept estimates to be adjusted:
Administration
Decrease Insurance from £4,500 to £4,300.
Decrease Truck Insurance from £850 to £800.
Decrease fees for External Auditor from £1,500 to £1,400.
Decrease Stationary from £1,000 to £750.
Decrease Chairman’s Allowance from £300 to £250.
Decrease Information/books/software from £200 to £100.
Decrease Advertising from £250 to £100.
Cemetery/Town
Increase New cemetery preparation from £2,000 to £4,200.
Decrease Electricity from £200 to £100.
Decrease FHDC rates from £300 to zero.
Decrease Garage rental from £400 to £250.
Old School House
Decrease FHDC rates from £300 to zero.
Increase Gas supply from £2,000 to £2,200.
Decrease UK Fire Service from £250 to £200.
General
Increase truck replacement from £2,500 to £3,500.
Decrease Town Clock service from £300 to zero.
Increase Seating from zero to £200.
Street lights
Increase street light repairs from £22,000 to £25,000.
Recreation
Increase B.R.P.F. from £23,965 to £25,163. This equates to an inflation increase of 5%.
Donations made under s137
Increase Donations from £2,850 to £3,000.

THAT FOR THE FINANCIAL YEAR 2012/13, BRANDON TOWN COUNCIL AGREES TO PRECEPT THE SUM OF THIRTY FIVE THOUSAND POUNDS FOR BRANDON COUNTRY PARK.

CARRIED: 6 for 5 against.
THAT FOR THE FINANCIAL YEAR 2012/13, BRANDON TOWN COUNCIL DOES NOT AGREE TO PRECEPT FOR A CONTINGENCY FUND.

THAT THE BRANDON TOWN COUNCIL PRECEPT DEMAND FOR THE FINANCIAL YEAR 2012 TO 2013 BE SET AS TWO HUNDRED AND EIGHTY TWO THOUSAND, TWO HUNDRED AND THIRTY ONE POUNDS.
6. RESOLUTION TO EXCLUDE THE PUBLIC AND PRESS

CARRIED: Unanimous.
That pursuant to the Public Bodies (Admission to Meetings) Act 1960, the Public and Press be excluded from the Meeting temporarily due to the confidential nature of the business to be discussed concerning QUOTES: LAND: STAFF: CONTRACT.

7.  PRECEPT FOR BRANDON 2012/12 (CONFIDENTIAL SECTION)

CARRIED: Unanimous.
THAT FOR THE FINANCIAL YEAR 2012/13, BRANDON TOWN COUNCIL APPROVES THE PRECEPT FIGURE FOR STAFF SALARIES.
