Minutes of the Precept Meeting of the Full Brandon Town Council
Held on Monday 23 November 2009
At the Old School House, Market Hill, Brandon at 7.00pm.

Also present: Mrs C Mason (Town Clerk).

Meeting commenced at 7.00pm.

3.  TO RECEIVE, CONFIRM AND SIGN MINUTES

CARRIED: Unanimous.
THAT THE MINUTES OF THE FULL BRANDON TOWN COUNCIL MEETING OF MONDAY 2 NOVEMBER 2009 BE ACCEPTED AS A TRUE RECORD.
4.  MATTERS ARISING for information exchange only
Of the Full Brandon Town Council Meeting of Monday 2 November 2009 (Public items).
Emergency Team meeting to be held on Friday 27 November at 6.00 pm at the town
council offices.

5.  PRECEPT FOR BRANDON 2010 TO 2011 [PUBLIC ITEMS]
Precept estimates to be adjusted:
Cemetery/Town
Increase Powergen from £500 to £600.
Increase servicing of machinery from £400 to £500
Old School House
Increase British Gas Supply from £1,000 to £1,500.
Decrease UK Fire Annual Service from £150 to £100.                                           
General
Increase Christmas lighting from £3,200 to £3,500.
Recreation
Cllr. Mrs M Young and Cllr. A Simmons declared an interest in the Brandon Remembrance
Playing Fields. The Members Book of Interests was duly signed.

Increase B.R.P.F. from £23,000 to £23,380. This equates to an increase of 2.1%.

Funding requests: S137 Local Government Act 1972
THAT THIS COUNCIL PURSUANT TO SECTION 137 OF THE LOCAL GOVERNMENT ACT 1972 INCURS THE FOLLOWING EXPENDITURE WHICH IN THE OPINION OF THE COUNCIL IS IN THE INTERESTS OF THE AREA OF ITS INHABITANTS AND WILL BENEFIT THEM IN A MANNER COMMENSURATE WITH THE EXPENDITURE.
Cllr. R Silvester declared an interest in the Brandon and Mildenhall Citizens Advice
Bureau and the Heritage Centre; Cllr. D Bimson declared an interest in the Heritage Centre;
Cllr. A Simmons declared an interest in St. Nicolas Hospice, Brandon Neighbourhood
Watch, Brandon & Mildenhall Citizens Advice Bureau; Cllr. G Hughes declared an
interest in Brandon Neighbourhood Watch. The Members Book of Interests was duly signed.

THAT UNDER SECTION 137 EXPENDITURE, BRANDON TOWN COUNCIL AGREES TO A DONATION OF THREE HUNDRED POUNDS TO MARIE CURIE CANCER CARE.

THAT UNDER SECTION 137 EXPENDITURE, BRANDON TOWN COUNCIL AGREES TO A DONATION OF FIVE HUNDRED POUNDS TO BRANDON SCOUTS GROUP.

THAT UNDER SECTION 142 EXPENDITURE, BRANDON TOWN COUNCIL AGREES TO A DONATION TO THE BRANDON FLOWERPOT YOUTH CENTRE OF THREE HUNDRED POUNDS.

CARRIED: 6 for 5 again.
THAT UNDER SECTION 137 EXPENDITURE, BRANDON TOWN COUNCIL MAKES AVAILABLE THE SUM OF TWO THOUSAND POUNDS TOWARDS THE REFURBISHMENT OF THE SKATE PARK LOCATED AT THE BRANDON REMEMBRANCE PLAYING FIELDS.    
The precept demand for the financial year 2010 to 2011 has been set at £191,857.00,
equating  to an approximate decrease of 1.5% on last year’s precept figure. This sum will
be formally adopted at the Full Brandon Town Council meeting to be held on the 7 December 2009.

THAT BRANDON TOWN COUNCIL AGREES TO SET THE PRECEPT FOR THE FINANCIAL YEAR 2010 TO 2011 AS ONE HUNDRED AND NINETY ONE  THOUSAND, EIGHT HUNDRED AND FIFTY SEVEN POUNDS.
 6. RESOLUTION TO EXCLUDE THE PUBLIC AND PRESS
