Minutes of the Special Meeting of the Full Brandon Town Council
held at 7pm on Monday 24 May 2004
at the Old School House, Market Hill, Brandon, Suffolk.
Present: Cllr Ms J S Bourton (Chairman), Cllr Mrs E. Milner (Vice Chairman), Cllr Mrs J A Ahern, Cllr Mrs S Jureko, Cllr Mr P MacLoughlin, Cllr Mr S A Newbon, Cllr Mr P R Ridgwell, Cllr Mr A P Saxby, Cllr Mr R Silvester, Cllr Mr N A Vant.
Also Present: Mr J P Scott (Brandon Town Clerk).

BRANDON TOWN CENTRE HANGING BASKETS
Cllr Mr N A Vant declared an interest and left the Meeting.

THAT BRANDON TOWN COUNCIL ACCEPTS THE WRITTEN QUOTATION FROM DIDLINGTON NURSERIES, DATED 20 MAY 2004, TO FILL AND PLANT TWENTY FOUR 14 INCH DIAMETER HANGING BASKETS AT A COST OF £10 EACH EXCLUDING VATBRANDON REMEMBRANCE PLAYING FIELDS FUNDING
Cllr Mr P MacLoughlin declared and interest and left the Meeting.
As Chairman of the Brandon Remembrance Playing Fields Trustees, Cllr Mr P MacLoughlin had made the following written request to the Council, dated 24 May 2004;
… This is to request, that the first instalment of our £20,000 grant from Brandon Town Council, be in the amount of £10,000 instead of the previous amount of £5000. We need the additional money at this time because of a bill in excess of £5000, which is due in June for ground maintenance …

CARRIED: 8 for, 0 against, 1 abstention.
THAT BRANDON TOWN COUNCIL DEFERS ANY DECISION ON THE WRITTEN FUNDING REQUEST, DATED 24 MAY 2004, SUBMITTED BY MR P T MACLOUGHLIN, - CHAIRMAN OF THE BRANDON REMEMBRANCE PLAYING FIELDS – UNTIL THE NEXT FULL COUNCIL MEETING TO BE HELD ON MONDAY 7TH JUNE 2004. THE REQUEST INVOLVES PROMPT PAYMENT OF £10,000. THIS CAN ONLY BE CONSIDERED IF THE TRUSTEES FURNISH THE COUNCIL WITH A COPY OF THE 2003/2004 FINANCIAL YEAR AUDITED ACCOUNTS AND COPIES OF ALL INVOICES APPERTAINING TO GROUND MAINTENANCE BILLS DUE FOR PAYMENT DURING JUNE 2004. THESE DOCUMENTS MUST BE PRODUCED BEFORE THE AFOREMENTIONED MEETING4. RESOLUTION TO EXCLUDE THE PUBLIC AND PRESS:
